İNSANLIK İÇİN KORUMA: MANNA EVRENSEL TEMEL GELİR GİRİŞİMİ

This study focuses on the Manna project, a blockchain-based decentralized Universal Basic Income (UBI) initiative supported by the Hedge for Humanity foundation. The study is qualitative in nature, drawing on the Manna White Paper, the Mannabase Platform, Hedge for Humanity Foundation blogs, Blockchain literature, and Blockchain scanners. Manna aims to decentralize the distribution of unconditional income support by providing a technological solution to economic inequality and financial exclusion. Based on fundamental human rights, this approach utilizes the transparency and accessibility of blockchain to address income inequalities. Manna operates through Mannabase, a platform that verifies user identity and distributes weekly income based on certain criteria. The system supports security and sustainability with tools such as smart contracts and referral incentive algorithms. Manna was originally built on the Ethereum network, but due to high costs, it was moved to the Optimism network, a layer 2 solution. However, while the project was in the pilot phase, it tried to prevent fraud with filters such as sim cards, etc., but as of 2024, it activated the Gitcoin Passport application (anti-sybill) and accepts that users with a score of 6 and above have passed the proof of humanity. Although every user can connect a wallet to the MannaBase platform and claim 1 Manna$ per day, Manna$ is not enough to provide sufficient liquidity. As a result, blockchain-based systems have limitations such as the digital divide, regulatory gaps and financial volatility. Although the Manna initiative was not able to provide sufficient liquidity for Manna$, it offers a new approach to UBI applications from both a social justice and digital transformation perspective.

Bu çalışma, Hedge for Humanity vakfı tarafından desteklenen ve blok zinciri tabanlı merkeziyetsiz bir Evrensel Temel Gelir (UBI) girişimi olan Manna projesini ele almaktadır. Çalışma; Manna Teknik Dökümanı, Mannabase Platformu, Hedge for Humanity Vakfı blogları, Blockchain literatürü ve Blockchain tarayıcılarından faydalanılarak nitel bir yöntemle hazırlanmıştır. Manna, ekonomik eşitsizlik ve finansal dışlanmaya karşı teknolojik bir çözüm sunarak, şartsız gelir desteğini merkeziyetsiz biçimde dağıtmayı hedeflemektedir. Temel insan haklarına dayanan bu yaklaşım, gelir dağılımındaki adaletsizliklere karşı blok zincirinin şeffaflığı ve erişilebilirliğinden faydalanmaktadır. Manna, kullanıcı kimliğinin doğrulandığı ve belirli kriterlere göre haftalık gelir dağıtımı yapılan bir platform olan Mannabase üzerinden işlemektedir. Sistemde akıllı sözleşmeler ve yönlendirme teşvik algoritmaları gibi araçlarla güvenlik ve sürdürülebilirlik desteklenmektedir. Manna kuruluş aşamasında Ethereum ağında inşa edilse de yüksek maliyetler nedeniyle katman 2 çözümlerinden olan Optimism ağına taşınmıştır. Bununla birlikte proje pilot aşamasındayken sim kart vb filtrelerle sahtekarlığı önlemeye çalışmış fakat 2024 yılı itibariyle Gitcoin Passport uygulamasını (anti-sybill) aktive ederek 6 ve üzeri skora sahip kullanıcıların insanlık kanıtını geçtiğini kabul etmektedir. Her kullanıcı MannaBase platformuna cüzdan bağlayarak günlük 1 Manna$ talep edebilse de yeterli likidite sağlanamadığı için Manna$ henüz alınıp satılamamaktadır. Sonuç olarak, blockchain temelli sistemlerin dijital uçurum, yasal boşluklar ve finansal volatilite gibi sınırlamalara sahip olduğu tespit edilmiştir. Manna girişimi her ne kadar Manna$ için yeterli likiditeyi sağlayamamış olsa da hem sosyal adalet hem de dijital dönüşüm perspektifinden UBI uygulamalarına yeni bir yaklaşım sunmaktadır.
