Öz

Technology forecasting is an attempt to predetermine future technological changes and their benefits. The need for forecasting arises from the need of management for planning activities. There are three main objectives where forecasting results are used: planning, control and communication. Numerous techniques have been developed for technology forecasting. These forecasting methods have been classified by the researchers in various ways. The quality of the estimation depends largely on the application of suitable techniques and making the right choices. The forecasting process should be managed correctly to achieve the most accurate results as possible. Forecasting are the outcome of the planning and decision-making process. The forecasting provides guidance on what the details under the problem are, planning requires the use of forecasting. Technology forecasting tries to identify future developments in the technological field in the light of current data. Technology forecasting acknowledges the existence of a single future that is unlikely to be influenced, while technology foresight implies different future options that may vary with various dynamics and effects.

Teknoloji Tahmini

Öz

Teknoloji tahmini, teknolojik açıdan gelecekteki değişikliklerin ve bunun getirilerinin önceden belirlenmeye çalışılmasıdır. Tahmine olan ihtiyaç, yönetimin planlama aktivitelerine olan ihtiyacından ortaya çıkar. Tahmin sonuçlarının kullanıldığı üç temel amaç vardır bunlar: planlama, kontrol ve iletişimdir. Teknoloji tahmini için çok sayıda teknik geliştirilmiştir. Bu tahmin yöntemleri araştırmacılar tarafından çeşitli şekillerde sınıflandırılmışlardır.  Tahminlerin kalitesi büyük ölçüde uygun tekniklerin uygulanması ve doğru seçimlerin yapılmasına bağlıdır. Olabildiğince isabetli sonuçlara  ulaşmak için tahmin sürecini doğru yönetmek gerekir. Tahminler, planlama ve karar alma sürecinin bir çıktısıdır. Tahmin, sorunun altındaki ayrıntıların ne olduğu konusunda yol gösterir planlama ise tahmini kullanmayı gerektirir. Teknoloji tahmini, mevcut verilerin projeksiyonu ile gelecekteki teknolojik gelişmeleri saptamaya çalışır. Dolayısıyla tek bir gelecek varsayımına dayanır ve geleceğe karşı pasif bir tavır söz konusudur. Teknoloji öngörüsü ise farklı eğilimler ve tercihler sonucu ortaya çıkacak farklı gelecek seçeneklerini tanımlar.  Gelecek  bilinmezliğini daima koruyacaktır tahmin sadece gelecek hakkında işletmelere ip uçları sunar.
