Dirençli Kent Nedir ve Nasıl Sürdürülebilir Kılınır Tartışmaları Üzerine Bir Değerlendirme

Öz

Dirençli kent; kentin işleyişinde meydana gelen değişimlere verdiği tepki ve bozulan işlevselliğine müdahale kabiliyeti olarak tanımlanmaktadır. Kentin işlevselliğini oluşturan kategoriler; ekonomik, sosyal, yönetsel ve çevresel olarak sıralanmaktadır. Dirençli kent tasarısının uygulanamaması, beraberinde sürdürülebilir gelişme kavramının da anlamını yitirmesi demektir. Çalışmada sürdürülebilirlik ve kentsel direnç ilişkisi çeşitli yönleriyle incelenerek dirençli kentin tanımlanışı ayrık bir biçimde konumlandırılmıştır. Söz konusu ayrıklık dirençli kentin yalnızca sınırlı konularla ele alındığı bir senaryo meydana getirmektedir. Makalenin amacı, dirençli kentin sürdürülebilir gelişimin elde edilmesinde bütüncül bir perspektifle değerlendirilmesi gerektiğini ifade etmek ve kentsel kararların küresel gelişimlerden etkilendiği bir süreci tanımlamaktadır. Dirençli kenti bütüncül bir perspektiften ele alıyor olmak, küreselliğin kentin dirençliliğinde belirleyici olduğu gerçeğini ortaya çıkarmaktadır. Dirençli kentin bu kurgusu onun sosyal, ekonomik, çevresel ve yönetsel olarak sıralanan kategorilerinde meydana gelen değişimlere karşı hızlı adaptasyon sağlamasına yardımcı olacaktır. Sağlanan adaptasyonun öngörülebilir olması sayesinde kentin fonksiyonelliğindeki bozulmaların en aza indirgenmesini hedeflenmektedir.

An Evaluation of the Discussions on What is a Resilient City and How to Make It Sustainable?

Öz

Resilient city is defined as the city's response to changes in its functioning and its ability to intervene in its impaired functionality. The categories that make up the functionality of the city are economic, social, administrative and environmental. Failure to implement a resilient city design means that the concept of sustainable development loses its meaning. In this study, the relationship between sustainability and urban resilience is examined in various aspects, and the definition of the resilient city is positioned in a discrete manner. This disjuncture creates a scenario in which the resilient city is addressed only with limited issues. The aim of the article is to argue that the resilient city should be considered from a holistic perspective in achieving sustainable development and to describe a process in which urban decisions are influenced by global developments. Considering the resilient city from a holistic perspective reveals the fact that globalization is decisive in the resilience of the city. This construct of the resilient city will help it adapt quickly to changes in its social, economic, environmental and governance categories. Thanks to the predictability of the adaptation provided, it is aimed to minimize the deterioration in the functionality of the city.
