AN ANALYSIS OF PUBLIC SERVICE MOTIVATION PERCEPTION IN A DISTRICT-LEVEL CASE

Öz

The motivation of public employees plays a critical role in the effective and efficient delivery of public services. Therefore, understanding the factors that influence public employees' motivation is a significant concern for public administrators. The concept of Public Service Motivation (PSM), which examines the motivation of public sector employees, has been a prominent topic since the 1990s. This study aims to examine the applicability of Perry’s (1996) four-dimensional PSM scale in the context of Turkish public administration through a case study of a district. A qualitative research method was adopted and semi-structured interviews were conducted with 17 managers working in the central district administration and the municipal administration. The collected data were analyzed using content analysis and three main themes were identified: “reasons for working in the public sector”, “dimensions of public service motivation” and “expectations of public employees”. The research findings revealed that the dimensions defined by Perry (1996) “attraction to public policy-making”, “compassion”, “self-sacrifice” and “commitment to the public interest” were found to be largely valid in the Turkish context. While a new dimension, “commitment to public duty” was identified as an additional motivational factor in the Turkish context. Moreover, it was observed that intrinsic factors such as service to society, contribution to the public interest and devotion are decisive in the motivation of public employees, but these factors interact with financial conditions, job security and organizational structure. In addition, several policy recommendations were developed based on the expectations and motivational sources of public employees. This study aims to contribute to a better understanding of the PSM concept in the context of Turkish public administration.

KAMU HİZMETİ MOTİVASYONU ALGISININ BİR İLÇE ÖRNEĞİNDE İNCELENMESİ

Öz

Kamu hizmetlerinin etkin ve verimli bir şekilde sunulmasında kamu çalışanlarının motivasyonu kritik bir rol oynamaktadır. Bu nedenle, kamu çalışanlarının motivasyonunu etkileyen unsurları anlamak, kamu yöneticileri için önemli bir sorun alanıdır. Kamu sektöründe çalışanların motivasyonunu inceleyen Kamu Hizmeti Motivasyonu (KHM) kavramı, 1990’lı yıllardan bu yana önemli bir gündem maddesi olmuştur. Bu çalışma, Perry (1996)’nin geliştirdiği dört boyutlu KHM ölçeğinin, Türk kamu yönetimi bağlamında bir ilçe örneğinde uygulanabilirliğini incelemeyi amaçlamaktadır. Araştırmada nitel yöntem tercih edilmiş ve ilçenin merkez teşkilatı ile belediye teşkilatında görev yapan 17 yöneticiyle yarı yapılandırılmış görüşmeler gerçekleştirilmiştir. Elde edilen veriler içerik analizi yöntemiyle değerlendirilmiş ve üç ana tema ortaya çıkarılmıştır: “kamu sektöründe çalışma nedenleri”, “kamu hizmeti motivasyonu boyutları” ve “kamu görevlilerinin beklentileri”. Araştırma sonucuna göre Perry (1996)’nin tanımladığı “kamu politikası oluşturma sürecine ilgi”, “merhamet”, “özveri” ve “kamu yararına bağlılık” boyutlarının Türkiye bağlamında büyük ölçüde geçerli olduğu belirlenmiştir. Ayrıca, “kamu görevine bağlılık” boyutunun yerel ve kültürel bağlamda ek bir motivasyon unsuru olduğu bulgusuna ulaşılmıştır. Buna ek olarak kamu çalışanlarının motivasyonunda topluma hizmet ve kamu yararına katkı sağlama, özveri gibi içsel faktörlerin belirleyici olduğu ancak bunların parasal koşullar, iş güvencesi ve örgütsel yapı ile etkileşim içinde bulunduğu görülmüştür. Son olarak, kamu görevlilerinin beklentileri ve motivasyon kaynakları doğrultusunda çeşitli politika önerileri geliştirilmiştir. Bu çalışma, KHM kavramının Türk kamu yönetimi bağlamında daha iyi anlaşılmasına katkı sunmayı hedeflemektedir.

Araştırmanın yapılabilmesi, araştırma verilerinin toplanabilmesi için etik kurul izni alınmıştır (Burdur Mehmet Akif Ersoy Üniversitesi Girişimsel Olmayan Klinik Araştırmalar Etik Kurulu, 08.07. 2024 Tarihli, 392 sayılı karar). Etik kurallarına uygun bir şekilde çalışma gerçekleştirilmiştir.
