INSTITUTIONAL AGILITY IN EDUCATIONAL SYSTEMS: A SYSTEMATIC LITERATURE ANALYSIS ON COMPETENCE MANAGEMENT (2000–2022)

Öz

Today's world is the world of organizations. Manpower, the most valuable resource of the organization, is the center of organizational approaches and activities and plays a fundamental role in the development of organizational goals and ideals. Human resources can act as an efficient and sustained force for the organization's competitive advantage. To achieve organizational goals, it is necessary to place competent people at the head of the work. On the other hand, organizational agility is the ability of the organization to survive and progress in an environment of continuous and unpredictable changes. Therefore, organizations, including universities, need people with power, knowledge, and management skills to achieve corporate agility. This study was conducted to provide a structured analysis of the impact of competence management on organizational agility in education systems. The research is in the type of compilation prepared by searching the databases of Google Scholar, ERIC, Science Direct, PubMed, Scopus, and Elsevier between 2000 and 2022. The results showed that competency management affects organizational agility. Therefore, training systems can be directed towards agility by using the competency management approach. The results suggest that authorities, administrators, and those involved in the education systems give priority to competency management for promoting organizational development.

EĞİTİM SİSTEMLERİNDE KURUMSAL ÇEVİKLİK: YETKİNLİK YÖNETİMİ ÜZERİNE SİSTEMATİK BİR LİTERATÜR ANALİZİ (2000–2022)

Öz

Bugünün dünyası organizasyonlar dünyasıdır. Örgütün en değerli kaynağı olan insan gücü ise örgütsel yaklaşımların ve faaliyetlerin merkezidir ve örgütün amaç ve ideallerinin geliştirilmesinde temel bir rol oynar. İnsan kaynağı, organizasyonun rekabet avantajı için verimli ve sürekli bir güç olarak hareket edebilir. Günümüzde örgütsel amaçlara ulaşabilmek için işlerin başına yetkin kişilerin yerleştirilmesi gerekmektedir. Öte yandan örgütsel çeviklik, sürekli ve öngörülemeyen değişikliklerin olduğu bir ortamda örgütün hayatta kalma ve ilerleme yeteneğidir. Bu nedenle, üniversiteler de dahil olmak üzere kuruluşlar, kurumsal çevikliğe ulaşmak için yeteneklere, bilgiye ve yönetim becerilerine sahip insanlara ihtiyaç duyar. Bu çalışma, eğitim sistemlerinde yetkinlik yönetiminin örgütsel çeviklik üzerindeki etkisini yapılandırılmış biçimde analiz etmek amacıyla yapılmıştır. Araştırma, 2000–2022 yılları arasında Google Scholar, ERIC, Science Direct, PubMed, Scopus ve Elsevier veritabanlarında tarama yapılarak hazırlanmış bir derleme türündedir. Sonuçlar, yetkinlik yönetiminin organizasyonel çeviklik üzerinde etkili olabileceğini göstermiştir. Bu nedenle, yetkinlik yönetimi yaklaşımı kullanılarak eğitim sistemleri çevikliğe yönlendirilebilir. Bu araştırmanın sonuçları, yetkililere, yöneticilere ve eğitim sistemine dahil olanlara organizasyonel gelişmeyi teşvik edebilmeleri için tüm konularda yetkinlik yönetimine öncelik vermelerini önermektedir.
