Kentsel Geleceğin Ekolojik Yeniden Kurgulanışı: İklim Değişikliği ve Doğa Temelli Çözümler Üzerine Stratejik Bir Değerlendirme

Öz

Kentlerin iklim değişikliğine karşı artan kırılganlığı ve yoğunlaşan çevresel baskılar, doğa temelli çözümleri (Nature-Based Solutions – NbS) kentsel dayanıklılık ve adaptasyon stratejilerinde merkezi bir araç haline getirmektedir. NbS, doğal ya da dönüştürülmüş ekosistemlerin korunması, sürdürülebilir yönetimi ve restorasyonu yoluyla iklimsel, sosyal ve ekonomik kentsel sorunlara bütüncül yanıtlar sunmaktadır. Çalışma, NbS’nin başarısını belirleyen üç temel ekseni ele almaktadır: ekosistem dengesi ve habitat kalitesine dayalı ekolojik işlevsellik, iklimsel riskleri azaltırken toplumsal refah ve ekonomik canlılığı destekleyen çoklu fayda üretimi, vatandaş katılımı, ortak yönetim ve estetik değerleri bütünleştiren yönetişim anlayışı. Bulgular, NbS’nin yalnızca iklim değişikliğinin etkilerini azaltmakla sınırlı kalmadığını, aynı zamanda kentsel politika süreçlerinde yapısal, kültürel ve yönetsel dönüşümleri teşvik ettiğini ortaya koymaktadır. Bununla birlikte literatürde, NbS’nin kavramsal belirsizlikler taşıdığı, yeşil aklama pratiklerine araçsallaştırılabildiği, sosyal eşitsizlikleri derinleştirme riski barındırdığı ve teknik uygulanabilirlik sınırlamaları nedeniyle eleştirildiği vurgulanmaktadır. Bu çerçevede NbS’nin başarısı, kavramsal netlik, adalet odaklı katılımcı yönetişim ve yapısal politika reformlarıyla ne ölçüde bütünleştiğine bağlıdır. Sonuç olarak NbS, teknik çözümlerin ötesinde, kentleri ekosistem temelli ve adil bir geleceğe yönlendiren ekolojik ve toplumsal dönüşüm süreçlerini bütüncül bir paradigma içinde destekleyen stratejik bir araç olarak değerlendirilmelidir.

The Ecological Reconfiguration of Urban Futures: A Strategic Assessment of Nature-Based Solutions and Climate Change

Öz

The increasing vulnerability of cities to climate change and environmental pressures has positioned Nature-Based Solutions (NbS) as a central instrument in urban resilience and adaptation strategies. NbS provides holistic responses to climate, social, and economic urban challenges by protecting, sustainably managing, and restoring natural or modified ecosystems. This study identifies three key axes determining the success of NbS: ecological functionality focused on ecosystem balance and habitat quality, multi-benefit generation that simultaneously reduces climate risks while supporting social well-being and economic vitality, and governance that integrates citizen participation, co-management, and aesthetic values. The findings indicate that NbS not only mitigate the impacts of climate change but also promote structural, cultural, and governance-related transformations within urban policy processes. However, the literature highlights several criticisms of NbS, including conceptual ambiguity, potential use as a greenwashing tool, the tendency to treat nature solely as an economic asset, risks of exacerbating social inequalities, and technical implementation limitations. Consequently, the effectiveness of NbS depends on clarifying the concept, integrating justice-oriented participatory governance, and linking interventions with structural policy reforms. In conclusion, NbS are positioned within an integrated paradigm that fosters ecological and social transformation, guiding cities toward an ecosystem-based, equitable, and sustainable urban future. They are not merely environmental interventions but strategic tools that bridge ecological integrity, social inclusion, and long-term urban resilience.
