Primary Education Performance Evaluation System of England and Suggestions for Turkey

Öz

The aim of the present study is to examine primary education performance evaluation system of England and to give suggestions for the performance evaluation system of Turkey. To achieve these goals, primary education performance evaluation applications of England and Turkey is discussed. First of all national testing and inspection system of England is examined. Primary education performance evaluation applications in Turkey are examined and information is given about the transition system to secondary education. At the last part of the study primary education performance evaluation system of England which accentuates national testing and inspection system is criticized by means of researches. Also suggestions are given about the primary education performance evaluation system of Turkey.

İngiltere'de İlköğretim Performans Değerlendirme Sistemi ve Türkiye İçin Öneriler

Öz

Bu çalışmada İngiltere'de ilköğretim performans değerlendirme sistemini incelemek ve buradan yola çıkarak Türkiye için önerilerde bulunmak amaçlamıştır. Bu amaçla İngiltere ve Türkiye'de ilköğretim kurumlarında performans değerlendirme çalışmaları ele alınmıştır. Öncelikle İngiltere'de uygulanan denetim ve ulusal sınav odaklı sistem incelenmiş, daha sonra Türkiye'de son birkaç senedir üzerinde çalışılan ilköğretimde performans değerlendirme çalışmaları ve 2008 yılında uygulanmaya başlanacak olan Ortaöğretime Geçiş Sistemi ile ilgili bilgiler verilmiştir. Çalışmanın son bölümünde İngiltere'de yapılan denetim ve ulusal sınav odaklı performans değerlendirmenin eleştirisi, bu konuda yapılan bilimsel araştırmalar temel alınarak yapılmıştır. İngiltere verilerinden yola çıkarak Türkiye'deki uygulamalar ile ilgili değerlendirmelerde ve önerilerde bulunulmuştur.
