OFFSHORE WIND FACILITIES IN TERMS OF INTERNATIONAL LAW

Öz

As a renewable energy source, wind energy is of significant interest in combating climate change due to its potential to reduce carbon dioxide emissions. According to the Global Wind Energy Council, the wind sector is set to reach a record level in 2024. According to the International Energy Agency, offshore wind farms could provide more electricity than the total amount of electricity consumed worldwide today. While wind energy has many positive aspects, it also has some negative aspects. Offshore wind generation also has various impacts on the environment. In this study, the advantages and disadvantages of offshore wind facilities will be discussed; the possible effects of the placement and operation of offshore wind turbines on the marine environment and living creatures will be evaluated. In addition, international and regional regulations applicable to offshore wind facilities will be examined.

ULUSLARARASI HUKUK BAKIMINDAN KIYI ÖTESİ RÜZGAR TESİSLERİ

Öz

Yenilenebilir bir enerji kaynağı olarak rüzgar enerjisi, karbondioksit emisyonlarını azaltma potansiyeli nedeniyle iklim değişikliği ile mücadelede önemli bir ilgi görmektedir. Küresel Rüzgar Enerjisi Konseyi’ne (Global Wind Energy Council) göre, rüzgar sektörü, 2024 yılında rekor bir seviyeye ulaşmıştır. Uluslararası Enerji Ajansı’na (International Energy Agency) göre ise, kıyı ötesi rüzgar sahaları, günümüzde dünya çapında tüketilen toplam elektrik miktarından daha fazlasını sağlayabilmektedir. Rüzgar enerjisinin pek çok olumlu yönü varken aynı zamanda bir takım olumsuz yönleri de vardır. Ayrıca kıyı ötesi rüzgar üretiminin çevre üzerinde çeşitli etkileri söz konusudur. Söz konusu çalışmada da kıyı ötesi rüzgar tesislerinin avantajlarından ve dezavantajlarından bahsedilecek; kıyı ötesi rüzgar türbinlerinin yerleştirilmesi ve işleyişinin deniz ortamı ve canlıları üzerinde meydana getirebileceği olası etkiler değerlendirilecek ve kıyı ötesi rüzgar tesislerine uygulanabilir uluslararası ve bölgesel düzenlemeler incelenecektir.
