Securitızation of Environment and Climate Change as a New Threat Area of Supra-Political and Supra-Ideological International Security

In 1991, the post-Cold War period, which ended with the dissolution of the Soviet Union, has brought about necessary changes and transformations in the classical understanding of security. The traditional ideological and military security threats perceived between states during the Cold War have been replaced by intra-state conflicts, border disputes and terrorist attacks. In addition, environmental threats, migration and natural disasters triggered by climate change, and increasing extreme weather events (hurricanes, floods, famine, etc.) have begun to be recognized as new threat areas of international security. The relationship between global climate change and environmental issues, which have been on the agenda of the international community since the 1970s, and international security were discussed in various conferences organized in the 1990s. In these conferences, the methods and tools to be followed in combating global warming, climate, atmospheric and environmental change by focusing on human, environment and climate parameters were discussed. Thus, attempts were made to establish an international regime to be followed by states in the fight against these threat areas. These regime-building initiatives also show us how global climate change and environmental factors are securitized and how these new transboundary threats are responded to at the global level. This study analyzes how global climate change and environmental factors have emerged as a new threat area of international security, how they affect and transform international security, and what approach the international community has adopted in combating these new threats.

Siyaset ve İdeoloji Üstü Uluslararası Güvenliğin Yeni Bir Tehdit Alanı Olarak Çevre ve İklim Değişikliğinin Güvenlikleştirilmesi

1991 yılında Sovyetlerin dağılması ile sona eren Soğuk Savaş sonrası dönemde klasik güvenlik anlayışında zorunlu değişim ve dönüşümler yaşanmıştır. Soğuk savaş süresince devletlerarasında algılanan geleneksel ideolojik ve askeri güvenlik tehditleri yerini devlet içi çatışmalar, sınır anlaşmazlıkları ve terör saldırılarına bırakmıştır. Bunların yanında çevresel tehditler, iklim değişikliğinin tetiklediği göç ve doğal afetler, artan aşırı hava olayları (kasırgalar, seller, kıtlık vs.) da uluslararası güvenliğin yeni tehdit alanları içinde kabul edilmeye başlanmıştır. 1970’li yıllardan itibaren uluslararası toplumun ajandasına girmeye başlayan küresel iklim değişikliği ve çevre konuları ile uluslararası güvenlik arasında nasıl bir ilişkinin olduğu, 1990’lı yıllarda düzenlenen çeşitli konferanslarda ele alınmıştır. Bu konferanslarda küresel ısınma, iklim, atmosfer ve çevre değişikliği ile mücadelede insan, çevre ve iklim parametreleri odak alınarak izlenecek yöntem ve araçlar ele alınmıştır. Böylece söz konusu tehdit alanlarına karşı mücadelede devletlerin uyacakları uluslararası bir rejim kurulmaya çalışılmıştır. Bu rejim kurma girişimleri bize küresel iklim değişikliği ve çevre faktörlerinin nasıl güvenlikleştirildiğini, bu yeni sınır aşan tehdit unsurlarına küresel düzeyde nasıl cevap verildiğini de göstermektedir. Bu çalışmada küresel iklim değişikliği ve çevre faktörlerinin uluslararası güvenliğin yeni bir tehdit alanı olarak nasıl ortaya çıktığı, uluslararası güvenliği nasıl etkilediği, dönüştürdüğü ve bu yeni tehdit unsurları ile mücadelede uluslararası toplumun nasıl bir yaklaşım benimsediği analiz edilmiştir.
