Öz

Avrupa Birliği ciddi istikrasızlık yaratma potansiyeli taşıyan, karmaşık ve uzun süreli bölgesel sorunlarla karşı karşıyadır. Avrupa Birliği’nin geniş komşu bölgelerinde yaşanan yoğun istikrarsızlık ve egemen ulus-devletlerin bu bölgelerde iç çatışmalarla parçalanma süreci içerisine girmesi, AB için karmaşık ve zorlayıcı bölgesel bir düzeyin oluşmasına neden olmuştur. Bu durum, AB’nin yakın komşuluğuna yönelik tutarlı, uyumlu, bütünleşmiş bir dış politika sürdürme ihtiyacını daha da artırmıştır. Mevcut çalışma AB’nin Rusya-Ukrayna savaşı ve Suriye krizine yönelik tepkisini bir çıkış noktası alarak, AB’nin çatışmalı ve karmaşık bir uluslararası ve bölgesel bağlamda etkin bir dış, güvenlik ve savunma politikası benimsemesi ve yürütmesi önündeki temel zorlukları ve fırsatları tartışmaktadır. Çalışma “değişen uluslararası ve bölgesel bağlam AB’nin çatışmaları ve krizleri çözmedeki etkinliğini nasıl etkilemektedir?” araştırma sorusuna yanıt bulmayı amaçlamaktadır.

THE CONSTRAINTS AND OPPORTUNITIES OF THE EU’S COMMON FOREINGN AND SECURITY POLICIES

Öz

The intense instability in the wider neighborhood of the European Union and the disintegration of sovereign nation-states in these regions by internal conflicts gave rise to the complex and challenging regional environment for the EU. This situation has further increased the need for the EU to maintain a coherent, and integrated foreign policy towards its neighborhood. Taking the EU's response to the Russia-Ukraine war and the Syrian crisis as a starting point, the present study discusses the main challenges and opportunities for the EU to adopt and implement an effective foreign, security and defense policy in a conflicted and complex international and regional context. The main research question of the article is that how does the changing international and regional context affect the EU's effectiveness in resolving conflicts and crises?
