Since probabilistic interpretation of the universe in Quantum physics has take: place of deterministic interpretation of it in the classical Newtonian physics, probability has become a more important concept in science and thereby in philosophy of science Its meaning and foundations have been studied often. Now, in the measurement theorany quantitative measure can be derived from non-numerical basic qualitative empirical relations like comparisons. Therefore, a new approach to probability, i. e. comparative qualitative/relational/intuitive probability, could explain the classical, qualitativ numerical probability, by clarifying the underlying assumptions of probability theor based on A. N. Kolmogorov's axiomatic system which is a special branch of general measure theory
