Trafik güvenliği ile ilgili riskli tutumların, ihlallerin ve yaptırımların değerlendirmesi üzerine bir derleme

Öz

Güvenlik, ulaşımın ayrılamaz bir unsuru olup trafikte yapılan ihlaller güvenli ulaşımın önünde günden güne büyük bir sorun haline gelmektedir. Bu derlemede trafikte risk teşkil edebilecek tutumlar, ihlallerin meydana gelmesini tetikleyebilecek unsurlar ve trafik ihlallerinin meydana gelmesinde başlıca paya sahip sürücüler öncelikli olarak incelenmiştir. Çalışmada trafik ihlallerinin meydana gelmesini etkileyen faktörler; “Demografik etmenler”, “Psikolojik ve fizyolojik etmenler” ve “Dış etmenler” olmak üzere üç ana başlık altında gruplandırılmıştır. Demografik etmenler beş, psikolojik ve fizyolojik etmenler üç ve dış etmenler yedi alt grup olarak uzman görüşü ve literatür dikkate alınarak sınıflandırılmıştır. Ayrıca, trafik kurallarının etkili uygulamasını sağlamak amacıyla “Teknolojik uygulamalar”, “Gelişmiş altyapı”, “Yasal uygulamalar ve yaptırımlar” ve “Eğitim ve toplum bilinci” alt başlıklarına göre Türkiye’de ve farklı ülkede uygulanan önlemlere, bu önlemlerin etkisinin incelendiği çalışmalara ve trafik güvenliği kültürünün ulaşım güvenliği üzerine etkisine yer verilmiştir. İlgili çalışmalarda kullanılan istatistiksel yöntemlerin de yer aldığı bu çalışmanın gelecekte yapılması planlanan çalışmalara, Türkiye’de trafiğin daha güvenli olmasına ve ulaşımda iyileşmenin sağlanmasına yönelik stratejilere katkı sağlayacağı öngörülmektedir.
