TEORİK TEMELLER KAPSAMINDA STRATEJİK İŞBİRLİKLERİ: RINEP (ULUSLARARASI KOLLUK EĞİTİM AĞI) ÖRNEĞİ

Öz

Bu çalışma kolluk eğitiminin uluslararasılaştırılmasına yönelik oluşturulan bir ağ olan RINEP’in stratejik işbirliği kapsamında hangi teorik temellere dayandığını tespit etmek maksadıyla yapılmıştır. Bilgi dahil tüm kaynakların paylaşımı, yetkinlik geliştirme ve rekabet avantajı sağlamak maksadıyla kurulan stratejik işbirlikleri temel olarak kurumsal kuram, ağ kuramı, bilgi temelli yaklaşım, sosyal değişim teorisi ve örgütsel öğrenme teorisine dayanmaktadır. Stratejik işbirliği kapsamında değerlendirilen RINEP’in teorik temellerini tespit etmek maksadıyla yapılan çalışmada nitel araştırma yöntemi kullanılmış olup durum çalışması deseniyle RINEP’in kurumsal web sitesinde bulunan bilgiler ve tüzükleri doküman incelemesi ile değerlendirilmiş ve veri analiz tekniği olarak nitel betimsel analiz kullanılmıştır. Betimsel analiz sonucunda stratejik işbirliği kapsamında kurulan RINEP’in kurumsal kuram, bilgi temelli yaklaşım, ağ kuramı, sosyal değişim teorisi ve örgütsel öğrenme gibi teorik temellere dayandığı tespit edilmiştir. Çalışma kapsamında stratejik ittifakların sürdürülebilir olabilmesi için teorik temellere dayanması gerektiği değerlendirilerek gelecek çalışmalar için önerilerde bulunulmuştur.

STRATEGIC ALLIANCES WITHIN THE SCOPE OF THEORETICAL FOUNDATIONS: THE CASE OF RINEP (POLICE EDUCATIONAL INTERNATIONALIZATION NETWORK)

Öz

This study was conducted to determine the theoretical foundations of RINEP, a network created for the internationalization of law enforcement training, within the scope of strategic alliance. Strategic alliances established for the purpose of sharing all resources, including information, developing competence and providing competitive advantage are basically based on institutional theory, network theory, knowledge-based approach, social change theory and organizational learning theory. In order to determine the theoretical foundations of RINEP, which is evaluated within the scope of strategic alliance, qualitative research method was used in the study, RINEP's official website and statutes were evaluated by document analysis with a case study design, and qualitative descriptive analysis was used as the data analysis technique. As a result of the descriptive analysis, it was determined that RINEP, established within the scope of strategic alliance, is based on theoretical foundations such as institutional theory, knowledge-based approach, network theory, social change theory and organizational learning. Within the scope of the study, it was evaluated that strategic alliances should be based on theoretical foundations in order to be sustainable, and suggestions were made for future studies.
