STRATEGIC INTELLIGENCE AND COMMON MISTAKES

Öz

Strategic intelligence (SI) has been an important tool of great states and civilizations throughout the history. Its importance still continues in today’s World. However, because of incorrect understandings of strategic intelligence, some wrongly-known beliefs existed by the practitioners and theoreticians. In order for the strategic intelligence to be used much properly and effectively, those common mistakes should be known. Strategic intelligence is not a kind of intelligence that is used just by a particular institution in the cases of only threat and risk. Further, approaching strategic issues with tactical and/or operational intelligence, or vice versa, will not solve the issues and may even worsen the problems. Therefore, looking at the issues from the right intelligence perspective, is vital. In this article, a brief history of strategic intelligence and a conceptual discussion on strategic intelligence will be provided. This study is a general and theoretical argument on strategic intelligence and common mistakes

STRATEJİK İSTİHBARAT ve GENEL YANILGILAR

Öz

Stratejik istihbarat (Sİ), tarihten günümüze kadar güçlü devletlerin ve medeniyetlerin kullandığı önemli bir araç olmuştur. Günümüzde de aynı etkisini ve önemini devam ettirmektedir. Ancak, stratejik istihbarat doğru bir şekilde anlaşılmadığından, hem teorisyenlerin hem de uygulayıcıların doğru bilinen yanlışların ve yanılgıların ortaya çıkmasına neden olmuştur. Bu genel yanılgıların bilinmesi, stratejik istihbaratın daha doğru ve etkili bir şekilde kullanılmasına yardımcı olacaktır. Stratejik istihbarat, sadece tehdit veya risk durumunda ve dış istihbarat amacıyla, sadece belirli bir kurum tarafından kullanılan bir istihbarat çeşidi değildir. Ayrıca, stratejik sorunlara taktik veya operasyonel istihbarat ile müdahale edilmesi veya taktik ve operasyonel istihbarat kapsamında değerlendirilebilecek durumlara stratejik istihbarat açısından bakılması yanılgılara neden olabilecektir. Sorunlara veya olaylara doğru istihbarat perspektifinden bakabilmek önemlidir. Bu makalede stratejik istihbaratın tarihinden de kısaca bahsedilecek, stratejik istihbaratın ne olduğu ve ne tür bilgiler içerdiği hakkında da bilgiler verilecektir. Bu çalışma, stratejik istihbarat ve yanılgıları üzerine genel ve teorik bir değerlendirmedir
