NATO’S BARRIERS: THE TRANSFORMATION IN FIGHT AGAINST TERRORISM AND FACTORS THAT DECREASE ALLIANCE’S EFFICIENCY

The matter of fight
against terrorism that is the biggest threat to international community and
global system, became primary agenda topic of NATO like other international
organizations especially after the 9/11 terrorist attacks. In this context NATO
underwent a process of political and military two-way transformation for
conducting the struggle in a more efficient way. In this way it has reached
from a stable military structure to mobile and dynamic one and has formed
political framework supporting this military organization. Despite the positive
development process in combating terrorism, NATO encounters with some problems
in practice. The nature of terrorism, political and military differences
between the USA and European allies, inadequacy of intelligence, the
unwieldiness of NATO’s decision-making system, the problems of enlargement
process and the legality and cogency problems of the operations, have been
examined as serious problems in this study
