The Reflections Of The Conversions In Public Administration On Internal Security Domain

The idea of maintaining social life in an order and ensuring individuals’ security and liberty kept security concept on the agenda of countries as their priorities. In this context, there is an obvious reflection of experiences in public management to the security sector. The process which began with the demise of Soviet Union and rise of Neoliberalism gave “the concept of Civilian Oversight” prominence in internal security activities. The concept of Civilian Oversight is defined as a continuous monitoring process of multi- actor civilian authorities to law enforcement forces and their duties from beginning of shaping policy to evaluation of results. Herein, the term of civilian infers to all actors ,the exception of law enforcement forces, such as parliament, government, judiciary, independent organizations, non-governmental organizations, municipalities and even universities. This study investigated reform efforts in Turkish public management with the perspective of internal security and specifically scrutinized the linkage of these efforts with European Union harmonization process.
