Öz

The effect of the Information and Communication Technologies on economic growth has been estimated for 30 developing countries including Turkey and 23 developed countries. By using yearly data, the fixed effect and random effect panel data methods are used to analyze this effect for the time period 1995-2008. We found that information and communication technologies have positive impacts on the economic growth both in developing and developed countries. The effect is higher for the developed countries. The effect of the aforementioned technologies on economic growth, depending on the proxy variable, is between %0.04 and %0.38 in the developed countries and between %0.03 and %0.09 in the developing countries. Those results support the theoretical assumption that information and communication technologies are one of the strategic factors for the economic development and high rate sustainable economic growth.

Bilgi ve İletişim Teknolojilerinin Ekonomik Büyümeye Etkisi: Gelişmiş ve Gelişmekte Olan Ülkeler İçin Panel Veri Analizi

Öz

Bilgi ve iletişim teknolojilerinin (BİT) ekonomik büyüme üzerindeki etkisi, Türkiye’nin de arasında olduğu 30 gelişmekte olan ve 23 gelişmiş toplam 53 ülke için tahmin edilmiştir. 1995-2008 dönemine ilişkin yıllık verilerden yararlanılarak gerçekleştirilen analizde sabit ve tesadüfi etkiler panel veri yöntemi kullanılmıştır. Elde edilen sonuçlar incelenen dönemde gelişmiş ülkelerde daha fazla olmakla birlikte, bilgi ve iletişim teknolojilerinin hem gelişmiş hem de gelişmekte olan ülkelerde ekonomik büyümeye pozitif etkide bulunduğunu ortaya koymuştur. Şöyle ki söz konusu teknolojilerin ekonomik büyümeye katkısı, dikkate alınan vekil değişkene bağlı olarak, gelişmiş ülkelerde % 0.04 ila % 0.38 aralığında, gelişmekte olan ülkelerde %0.03 ila %0.09 aralığında değişmektedir. Bu sonuçlar, bilgi ve iletişim teknolojilerinin günümüzde, ekonomik kalkınmanın ve yüksek oranlı sürdürülebilir bir büyümenin temin edilmesinde oldukça stratejik öneme sahip olan bir faktör olduğu şeklindeki teorik varsayımı açık şekilde desteklemektedir.
