The basic ideology in terrorist attacks is to create mass events by rendering the country's local resources insufficient. Terrorists are mostly expected to use CBRN agents or conventional explosives as a method in mass incident terror attacks. As in all mass incidents, one of the first responders at the scene and to work in terror attacks is the pre-hospital emergency health services teams. Another strategy of terror attacks is to harm the emergency workers who came to the scene, by charging a secondary attack following the first one. Therefore, pre-hospital emergency health services teams should be ready for CBRN agents and conventional explosions that can be used in mass events such as terror attacks, and improve themselves with training and exercises. At the same time, they should be able to manage the emerging pathologies with a perspective of disaster medicine in awareness of their roles and responsibilities, in association with different disciplines such as disaster management, emergency medicine and public health. In this study, it is aimed to evaluate the organization of pre-hospital emergency health services and the roles and responsibilities of pre-hospital emergency health workers in terror incidents from the perspective of disaster medicine, which includes many disciplines such as disaster management, emergency medicine and public health.
