SOSYOLOJİ ENDÜSTRİ POLİTİKALARI HAKKINDA NE SÖYLER?

Öz

Bu çalışma endüstri politikalarının sosyoloji yazınındaki yerini belirlemeyi amaçlamaktadır. Endüstri politikaları siyaset bilimi ve iktisat gibi sosyal bilimlerin farklı alanlarının ilgisini çekerken, sosyoloji gündeminde 1980'lere kadar kendisine yer bulamamıştır. Sosyolojinin bu ilgisizliği aynı zamanda kapitalizmin kurumsal farklılıkları nedir, sorusunun da sosyoloji yazını içinde değerlendirilmesini engellemiştir. Bu çalışma endüstri politikalarının sosyoloji yazını içindeki seyrini iki temel soruyu tartışmaya açarak yanıtlamaktadır. Çalışmada ilk olarak sosyolojinin neden endüstri politikalarına ilgi duymadığı sorusu mercek altına alınacaktır. Ardından endüstri politikalarının sosyolojinin gündemine nasıl geldiği tartışılacaktır. Çalışmada sosyolojinin endüstri politikalarına ilgisiz kalmasının sosyolojinin iktisadî olguları araştırmaktan uzaklaşmasının bir sonucu olduğu tespit edilmiştir. Bu yönüyle endüstri politikalarının sosyoloji yazını içindeki seyrinin okuyuculara ekonomi sosyolojisinin kısa tarihini aktardığı belirlenmiştir 1980’lerin ortalarından itibaren sosyoloji yazını içinde yükselen bir trend olan ekonomi sosyolojisi, endüstri politikalarını organizasyon teorisinde yeni kurumsalcı perspektiften incelemiştir. Endüstri politikalarının toplumsal temellerini incelemeye imkân veren bu yaklaşım sosyolojiye sadece endüstri politikalarını analiz imkânı sunmamış, ülkelerin benzer ekonomik problemler karşısında neden farklı ekonomi politikalarını hayata geçirdiği sorusuna da analitik bir çerçeve sunmuştur. Çalışmanın son bölümünde bu analitik çerçeve değerlendirilmiş ve sosyolojinin kapitalizmin ulusal farklılıklarını açıklamak için endüstri politikalarını nasıl kullandığı sorusu tartışmaya açılmıştır.

Öz

This study aims to enlighten the evolution of industrial policy in the literature of sociology. Sociology neglected to tackle industrial policy till the 1980s, even though economics and political science showed close attention to it. This negligence caused sociologists to ponder the institutional foundations of capitalism that vary across the globe. The assessment of industrial policy in sociology handles two questions. First, this article dives into the puzzle of why sociology overlooked industrial policy during the Cold War. Then, it elaborates how sociology added it to the sociological agenda. The discussion shows that the negligence of sociology to industrial policy is the result of sociologists receding from economic phenomena. This article outlines the brief history of economic sociology by assessing industrial policy within the sociological framework. Economic sociology, as a burgeoning field since the midst of the 1980s, examines industrial policy through the lens of new institutionalism in organizational analysis. It looks into the social factors behind industrial policies and offers a framework to understand the diverse strategies countries employ for analogous economic challenges. In the last section, the question of how industrial policy has become a key issue in the literature of sociology to inspect the national varieties of capitalism is addressed.
