The development of welfare states has gone through several milestones since Second World War. The social protection policies of welfare regimes have come to the fore again with the emergence of the pandemic. Countries with different welfare systems have applied policies to protect their citizens, particularly vulnerable groups, both in social and economic aspects during the pandemic. In many areas, the sustainability of welfare states, from the social security system to employment, has become open to debate in this process. Moreover, the importance of a global health system for all countries regardless of welfare regimes has also been highlighted. This study compares the pandemic policies according to the welfare regimes that Esping-Andersen put forward and presents a comparison of social protection policies of the USA, France, Sweden and Turkey as examples for each welfare system. An overview of the applied social protection policies was presented, and the functionality of welfare states was discussed. While countries with different welfare regimes were observed to manage the situation with their social policies, producing solutions to the global epidemic appears essential. Because various problems such as economic fluctuations, the stagnation of production, and the increase in poverty arise due to the pandemic, the need of the welfare states for a welfare service understanding includes disadvantaged citizens, and all their citizens appears.
