The Presence of the People’s Republic of China in Latin America and Its Implications for American Hegemony

Öz

In the 21st century, the rise of China and the US-China rivalry have been a subject of discussion. In addition to China's rise in international politics in general and in the economic field in particular, China's presence in the Latin American region has also been observed to increase, and the rivalry between the sides has been echoed in the Latin American region, which is considered the backyard of the US. The aim of this study is to analyze the effects of the Chinese presence in Latin America on US hegemony in the region. For this purpose, China's presence in the region is analyzed through the concepts of hard and soft power, and how China uses its power in the region and how this affects the region is examined. It is concluded that China is a serious competitor to the US in the region in terms of economic power and erodes US hegemony but does not pose a military threat; in terms of soft power, despite its potential, it lags behind the US in the region due to various reasons such as democratic values, cultural carriers, and ecological problems related to Chinese firms.

Latin Amerika’daki Çin Halk Cumhuriyeti Varlığı ve Amerikan Hegemonyasına Etkileri

Öz

21. yüzyılda, Çin’in yükselişi ve bu doğrultuda ABD-Çin rekabeti bir tartışma konusu olmuştur. Çin’in genelde uluslararası politikada özel de ise ekonomik alandaki yükselişine ek olarak, Latin Amerika bölgesindeki varlığında da artış görülmüş ve taraflar arasındaki rekabet ABD’nin arka bahçesi olarak zikredilen Latin Amerika bölgesine de yansımıştır. Bu çalışmanın amacı Latin Amerika’daki Çin varlığının bölgedeki ABD hegemonyasına yönelik etkilerini irdelemektir. Bunun için Çin’in bölgedeki varlığı sert ve yumuşak güç kavramları üzerinden analiz edilmiş ve Çin’in bölgede gücünü nasıl kullandığı ve bunun bölgeyi nasıl etkilediği incelenmiştir. Çin’in ekonomik açıdan ABD’ye bölgede ciddi bir rakip olduğu ve ABD hegemonyasını aşındırdığı ancak askerî açıdan bir tehdit oluşturmadığı; yumuşak güç konusunda ise potansiyeline rağmen demokratik değerler, kültürel taşıyıcılar ve Çin menşeli firmalara ilişkin ekolojik sorunlar gibi çeşitli nedenlerden dolayı bölge bazında ABD’nin gerisinde kaldığı sonucuna ulaşılmıştır.
