SÜRDÜRÜLEBİLİR BÜYÜME İÇİN DÖNGÜSEL EKONOMİNİN TEŞVİK EDİCİ ROLÜ: AB 27’DEN AMPİRİK KANITLAR

Öz

Son dönemde küresel düzeyde dikkatle incelenen konulardan biri olan döngüsel ekonomi, gelecek nesillerin kaynakları koruma amacını taşıyan bir yaklaşım olup, sürdürülebilirlik, çevresel koruma ve ekonomik verimliliği birleştirir. Bu yaklaşım, kaynakların etkin kullanımını teşvik ederek, ekonomik büyümeyi desteklerken çevresel etkileri azaltmayı hedeflemektedir. Bu çalışma, döngüsel ekonomi prensipleri ışığında 27 Avrupa ülkesinin ekonomik büyümesini incelemektedir. 2010-2021 yılları arasındaki yıllık verilere dayanan çalışma, belirtilen dönem için elde edilen verilerle regresyon analizi yapılarak, geri dönüştürülebilir hammadde ticareti, atık geri dönüşümü, çevresel vergi gelirleri, döngüsel ekonomi ile ilgili özel yatırımlar, döngüsel malzeme kullanım oranı ve kaynak verimliliği değişkenlerinin ekonomik büyüme üzerindeki etkilerini değerlendirmektedir. Katsayı tahmininde GMM (Genelleştirilmiş Momentler Metodu) yöntemi kullanılmıştır. Katsayı tahmincisinden elde edilen bulgulara göre; atıkların geri dönüşümü, döngüsel ekonomi ile ilgili özel yatırımlar ve kaynak verimliliğinin ekonomik büyüme üzerinde pozitif bir etkisi olduğu gözlenmiştir. Buna karşın çevresel vergi gelirleri ve döngüsel malzeme kullanım oranının ise ekonomik büyüme üzerinde negatif etkisinin olduğu sonucuna ulaşılmıştır. Elde edilen bulgular, döngüsel ekonominin özel unsurlarının ekonomik politika oluşturulurken dikkate alınması gerekliliğini vurgulamaktadır. Çalışma, döngüsel ekonominin sürdürülebilir kalkınma ve ekonomik büyüme açısından önemini vurgulamaktadır.

THE STIMULATING ROLE OF THE CIRCULAR ECONOMY FOR SUSTAINABLE GROWTH: EMPIRICAL EVIDENCE FROM THE EU 27

Abstract

Circular economy, one of the issues that has been carefully studied at the global level recently, is an approach that aims to protect resources for future generations and combines sustainability, environmental protection and economic efficiency. This approach aims to reduce environmental impacts while supporting economic growth by encouraging the efficient use of resources. Based on annual data for the period 2010-2021, the study evaluates the effects of recyclable raw material trade, waste recycling, environmental tax revenues, private investments related to circular economy, circular material utilisation rate, and resource efficiency variables on economic growth by performing regression analysis with the data obtained between the specified years. GMM (Generalised Method of Moments) method is used for coefficient estimation. According to the findings obtained from the coefficient estimator; it is observed that waste recycling, private investments related to circular economy and resource efficiency have a positive effect on economic growth. On the other hand, it is concluded that environmental tax revenues and circular material utilisation rate have a negative effect on economic growth. The findings emphasise the need to take into account the specific elements of the circular economy when formulating economic policy. The study emphasises the importance of circular economy for sustainable development and economic growth.
