THE LONG-RUN EFFECT OF UNION POWER ON REAL WAGES IN TÜRKİYE: A COMPARATIVE ANALYSIS OF UNION DENSITY AND COLLECTIVE BARGAINING COVERAGE

Öz

The impact of unions on wages extends beyond their members; in the literature, this effect is explained through the “threat effect,” whereby non-union firms raise wages to avoid unionization, and the “spillover effect,” whereby union gains spread to non-union workers. Therefore, the overall impact of union power on wages requires the joint consideration of both direct and indirect channels. This study examines the long-run effect of union power on real wages in Türkiye using alternative measurement approaches. The findings indicate that union indicators do not generate a strong and stable long-run effect on real wages. While no significant effect is observed when union power is measured through coverage, a negative relationship emerges when it is measured through density. This negative association reflects not a direct causal effect of unions on wages, but rather reverse dynamics in which workers turn to collective representation as real wages are pressured. However, when the minimum wage variable is excluded, union coefficients become significant in some specifications and their magnitude and direction change, suggesting that union effects are not absent but largely suppressed under the minimum wage mechanism and remain context-dependent. In contrast, the minimum wage consistently emerges as a strong and stable determinant. Moreover, once it is excluded, productivity becomes significant, indicating that its effect on wages exists but is overshadowed by minimum wage adjustments. Overall, the findings suggest that wage formation in Türkiye is shaped not by union-centered mechanisms, but by minimum wage policy and productivity dynamics.

TÜRKİYE’DE SENDİKA GÜCÜNÜN REEL ÜCRETLER ÜZERİNDEKİ UZUN DÖNEM ETKİSİ: SENDİKA YOĞUNLUĞU VE TOPLU PAZARLIK KAPSAMASININ KARŞILAŞTIRMALI ANALİZİ

Öz

Sendikaların ücretler üzerindeki etkisi yalnızca üyeleriyle sınırlı kalmamakta; literatürde bu etki, sendikasız işyerlerinin olası sendikalaşma riskine karşı ücretleri artırmasını ifade eden “tehdit etkisi” ve sendikal kazanımların sendikasız kesimlere doğru yayılmasını ifade eden “yayılma etkisi” üzerinden açıklanmaktadır. Bu nedenle, sendika gücünün ücretler üzerindeki toplam etkisi doğrudan ve dolaylı kanalların birlikte değerlendirilmesini gerektirmektedir. Bu çalışma, Türkiye’de sendika gücünün reel ücretler üzerindeki uzun dönem etkisini farklı ölçüm yaklaşımları üzerinden karşılaştırmalı olarak incelemektedir. Elde edilen bulgular, sendikal göstergelerin reel ücretler üzerinde güçlü ve istikrarlı bir uzun dönem etkisi üretmediğine işaret etmektedir. Sendika gücünün kapsam üzerinden ölçüldüğü durumda anlamlı etki gözlenmezken, yoğunluk üzerinden ölçüldüğünde negatif yönlü ilişki ortaya çıkmaktadır. Negatif yönlü ilişki, sendika yoğunluğunun ücretler üzerindeki doğrudan etkisinden ziyade, reel ücretlerin baskılandığı dönemlerde çalışanların kolektif temsile yönelmesi ve sendikalaşma eğiliminin artması gibi ters yönlü dinamiklerle birlikte şekillenen bir ilişkiye işaret etmektedir. Ancak asgari ücret değişkeninin modelden çıkarıldığı alternatif spesifikasyonlarda, sendika göstergelerine ilişkin katsayıların bazı tahminlerde anlamlı hâle gelebildiği ve etkinin yön ve büyüklüğünün değişebildiği görülmektedir. Bu durum, sendika etkisinin tamamen ortadan kalkmadığını; asgari ücret mekanizması altında büyük ölçüde bastırılan ve koşullara duyarlı bir nitelik taşıdığını göstermektedir. Buna karşılık, ücret tabanı niteliğindeki asgari ücret değişkeni tüm modellerde güçlü ve istikrarlı bir belirleyici olarak öne çıkmaktadır. Ayrıca, bu değişkenin modelden çıkarılması durumunda üretkenlik göstergesinin anlamlı hâle gelmesi, ücret dinamiklerinde üretkenlik kanalının varlığını ortaya koymakta; ancak bu ilişkinin asgari ücret mekanizması tarafından gölgelenebildiğine işaret etmektedir. Bu bulgular birlikte değerlendirildiğinde, Türkiye’de ücret oluşum sürecinin sendika-merkezli bir yapıdan ziyade asgari ücret ve üretkenlik ekseninde şekillendiği sonucuna ulaşılmaktadır.
