AN OBSERVATION ON OKUN’S LAW IN FRAMEWORK OF THE CYCLICAL AND THE STRUCTURAL UNEMPLOYMENT

Öz

In this study, the impacts of economic growth on the actual/general, cyclical and structural unemployment are analyzed empirically. In the study conducted using data for the 2000-2016 period of Turkey’s economy Autoregressive Distributed Lag model ARDL Model is used. According to the results, there is an inverse relationship between economic growth and the cyclical and actual/general unemployment rate, and a direct relationship between structural unemployment. In other words, economic growth causes cyclical and actual unemployment to decrease but increases structural unemployment. As a result, the Okun Law is invalid when structural unemployment is taken into account, while it is valid in other types of unemployment

YAPISAL VE KONJONKTÜREL İŞSİZLİK ÇERÇEVESİNDE OKUN YASASI ÜZERİNE BİR GÖZLEM

Öz

Bu çalışmada ekonomik büyümenin fiili/genel, konjonktürel ve yapısal işsizlik üzerindeki etkileri ampirik olarak analiz edilmiştir. Türkiye ekonomisinin 2000-2016 dönemi verileri kullanılarak yapılan çalışmada Gecikmesi Dağıtılmış Otoregresif Model ARDL Modeli kullanılmıştır. Elde edilen bulgulara göre ekonomik büyüme ile konjonktürel ve fiili/genel işsizlik oranı arasında ters orantılı bir ilişki varken, yapısal işsizlik ile doğru orantılı bir ilişki söz konusudur. Bir diğer deyişle, ekonomik büyüme konjonktürel ve fiili işsizliğin azalmasına neden olmakta ancak yapısal işsizliği artırmaktadır. Sonuç olarak Okun Yasası yapısal işsizlik olgusu dikkate alındığında geçersiz iken, diğer işsizlik türlerinde geçerliliğini korumaktadır. Dolayısıyla işsizlik ve büyüme ilişkisinin incelendiği durumlarda toplam işsizlik rakamlarını dikkate almak yerine işsizlik bileşenlerinin ayrı ayrı değerlendirilmesinde yarar olduğu düşünülmektedir.
