SOCIAL CAPITAL MEASUREMENT IN TÜRKİYE: CREATING A SOCIAL CAPITAL INDEX ON A PROVINCIAL BASIS

Öz

This study aims to expand the current social capital index of Türkiye covering the years 2007-
2018 for 81 provinces. Thus, the scope of the social capital index will be expanded to cover the years
2007-2023. While creating the social capital index for Türkiye, the social capital index creation method
obtained from 2 network and 2 norm variables used in many previous studies was used. For this purpose,
principal component analysis was used. Index values for the years between 2019-2023 were derived by
linear interpolation method. Among the index values created on a provincial basis, positive ones indicate
a high social capital level, while negative values indicate a low social capital level. As of 2023, the
number of provinces with positive social capital index values was determined as 46, while the number
of provinces with negative values was determined as 35. When the index values were examined, it was
determined that although there was no significant change over the years, the social capital levels of the
provinces developed positively. Thanks to this index, social capital data on a provincial basis for Türkiye
was created and long-term data set was provided to researchers. The main motivation of the study is to
contribute to researchers by further expanding the social capital index.

TÜRKİYE’DE SOSYAL SERMAYE ÖLÇÜMÜ: İL BAZINDA SOSYAL SERMAYE ENDEKSİNİN GELİŞTİRİLMESİ

Öz

Bu çalışmada, Türkiye’nin 2007-2018 yıllarını kapsayan 81 il bazında mevcut sosyal sermaye
endeksinin genişletilmesi amaçlanmaktadır. Böylece sosyal sermaye endeksinin kapsamı 2007-2023
yıllarına kapsayacak şekilde genişletilmiş olacaktır. Türkiye için sosyal sermaye endeksi oluşturulurken
önceki bir çok çalışmada kullanılaniki ağ ve iki norm değişkeninden elde edilen sosyal sermaye endeksi
oluşturma yöntemi kullanılmıştır. Bu amaçla temel bileşen analizi kullanılmıştır. 2019-2023 yılları
için endeks değerleri doğrusal interpolasyon yöntemiyle türetilmiştir. İl bazında oluşturulan endeks
değerlerinden pozitif olanlar yüksek bir sosyal sermaye seviyesini gösterirken negatif değerler düşük
sosyal sermaye seviyesini göstermektedir. 2023 yılı itibariyle sosyal sermaye endeks değeri pozitif olan
il sayısı 46 iken negatif olan il sayısı 35 olarak belirlenmiştir. Endeksi değerleri incelendiğinde yıllar
itibariyle önemli bir değişiklik olmamakla birlikte illerin sosyal sermaye seviyelerinin pozitif yönde
geliştiği belirlenmiştir. Bu endeks sayesinde Türkiye’nin il bazında sosyal sermaye verisi oluşturularak
araştırmacılara uzun vadeli bir veri seti sağlanmıştır. Çalışmanın temel motivasyon kaynağı sosyal
sermaye endeksi daha da genişletilerek araştırmacılara katkı sağlamaktır.
