Gazi Üniversitesi İletişim Fakültesi Halkla İlişkiler Bölümü'nde lisans eğitimini tamamlamış, Gazi Üniversitesi Sosyal Bilimler Enstitüsü Halkla İlişkiler Anabilim Dalı'nda Yüksek Lisans ve Doktora derecelerini almıştır. 2019 yılında Doçent, 2025 yılında Profesör unvanı almıştır. Halen Marmara Üniversitesi İletişim Fakültesi Halkla İlişkiler Anabilim Dalı'nda öğretim üyesi olarak görev yapmaktadır.
 

Oğuz Göksu, 1989’da İstanbul’da doğdu. İstanbul Üniversitesi İletişim Fakültesi Halkla İlişkiler ve Tanıtım Bölümü ile Radyo Televizyon ve Sinema Bölümü’nü 2012’de birlikte tamamlayarak çift anadal yaptı ve bu süreçte pedagojik formasyon eğitimi de aldı. Eylül 2012'de Gaziantep Üniversitesi'nde Araştırma Görevlisi olarak akademik hayatına başladı. 2013-2016 arasında İstanbul Üniversitesi İletişim Fakültesi'nde çalışmalarını sürdürdü. Haziran 2014’te İstanbul Üniversitesi’nde yüksek lisansını "Siyasal İletişim Uygulamalarında Siyasal Kültürün Rolü" başlıklı teziyle tamamladı. Bu tez 2015 yılında 4. Sosyal Bilimler Teşvik Yarışmasında tez kategorisinde 2.lik ile ödüllendirildi. Ocak 2018’de İstanbul Üniversitesi’nde "Siyasal İktidar İnşasında Lider Olgusu: Lider Tipolojileri Bağlamında Recep Tayyip Erdoğan İncelemesi" başlıklı teziyle doktorasını tamamladı. Gaziantep Üniversitesi'nde Ocak 2019'da Dr. Öğr. Üyeliğine atandı. Haziran 2020'de İletişim Çalışmaları bilim alanında Doçent, Aralık 2025 tarihinde Profesör unvanını almaya hak kazandı. Halen Ankara Hacı Bayram Veli Üniversitesi İletişim Fakültesi öğretim üyesidir.

Çalışma alanları; siyasal iletişim ve siyasal liderlik, kamu diplomasisi, algı yönetimi, sosyal medya, spor iletişimi. Göksu, ulusal ve uluslararası 9 kitap, 16 makale, 16 bildiri, 25 kitap bölümü yayınladı, 1 Erasmus+ projesinde yürütücülük yaptı ve 3 ulusal projede görev aldı. Ocak 2018-2020 döneminde KONDA Araştırma ve Danışmanlık Şirketinin Gaziantep il sorumlusu olarak çalıştı.

Aralık 2019-Ekim 2022 tarihleri arasında Cumhurbaşkanlığı İletişim Başkanlığında görev yaptı. Temmuz 2021- Temmuz 2025 döneminde TRT Yönetim Kurulu üyeliği görevini üstlendi.

Yapay Zeka Politikaları Derneği Danışma Kurulu ve Türkiye Yazarlar Birliği Ankara Şubesi Denetleme Kurulu üyesidir.

Prof. Dr. Gülsün Kurubacak Çakır, dijital dönüşüm, yapay zekâ ve öğrenme bilimleri kesişiminde çalışan bir bilim insanıdır. Araştırmaları, özellikle sürükleyici öğrenme ortamları, dijital kültür ve yapay zekâ çağında bilginin dönüşümü ile ilgili olarak, ortaya çıkan teknolojilerin sosyal, bilişsel ve etik etkilerine odaklanmaktadır.

Açık ve uzaktan öğrenme, dijital pedagoji, sürükleyici teknolojiler ve teknoloji aracılı öğrenme ortamları üzerine yapılan araştırmalara kapsamlı katkılarda bulunmuştur. Son çalışmaları, yapay zekâ, veri altyapıları ve algoritmik sistemlerin insan bilişini, sosyal etkileşimi ve eğitim ekosistemlerini nasıl yeniden şekillendirdiğini incelemektedir.

Prof. Kurubacak Çakır, çeşitli akademik ve editörlük görevlerinde bulunmuş ve uluslararası iş birliklerine, disiplinlerarası araştırma projelerine ve bilimsel yayıncılığa aktif olarak katılmıştır. Dr. Kurubacak Çakır'ın çalışmaları, teknoloji çalışmaları, iletişim ve öğrenme bilimleri arasında köprü kurarak, insanlar ve akıllı teknolojiler arasındaki gelişen ilişkiye eleştirel ve ileriye dönük bakış açıları sunmaktadır.

Güncel araştırma ilgi alanları arasında algoritmik kültürler, nöroteknoloji ve öğrenme, dijital kimlikler ve yapay zekâ çağında insan bilişinin geleceği yer almaktadır.

As the rector's representative for the quality of education and inter-university and international relations, I have achieved considerable success. I strengthened the process of internationalization of the university. I have laid the foundations for a strategic partnership with five leading European teaching centres. I created a network of foreign contacts enabling the implementation of program assumptions with the use of distance learning. I became a reviewer for one of the Philippines' leading political science and journalism journals. I have published articles and chapters in peer-reviewed publications. I am the editorial secretary of the university magazine "Fides, Ratio et Patria". I co-organized numerous scientific events, also remotely.

On behalf of the University of Social and Media Culture in Toruń, I decided to enter into a strategic partnership project with, among others: Universita Degli Studi della Tuscia in Viterbo.
The task of the ERASMUS+ KA102 project is to research innovative crisis management practices in the Erasmus community (RIPEC).
RIPEC aims to coordinate joint research and issues and adopt innovative methods and tools to deal with Erasmus mobility crisis management.
The partnership includes six European universities:

The University of Social and Media Culture in Toruń in the GREENO2 strategic partnership project! The University of Social and Media Culture in Toruń has become a member of the strategic partnership initiated by the Italian partner, called GREENO2. The project is implemented under Action 2 of the Erasmus+ program under the number 2023-1-IT02-KA220-HED-000156281. GREENO2 to Green Roofs in higher education institutions as sustainable cEnters for research, participation, ENvironmental awareness and O2 generation, i.e. "Green Roofs in higher education institutions as sustainable centers of research, participation, ecological awareness and O2 generation".
