One of the leading thinkers of Islamic Civilization, Ibn Khaldun, with his contributions in the field of social sciences, went beyond the borders of the geography he lived in, went beyond his age and had a universal character. Ibn Khaldun has been accepted as the pioneer of many disciplines, especially history and philosophy of history. In this context, Ibn Khaldun's determinations and views on economics form the basis of many ideas in mainstream economics today. It is possible to examine Ibn Khaldun's understanding of development under two main headings: institutional structures and economic factors. In the study, the economic factors that built Ibn Khaldun's understanding of development were tried to be explained. The effect of labor, division of labor, public expenditures, low taxation, population policy and climate structure on economic development has been tried to be presented within the framework of Ibn Khaldun's The Muqaddimah. When these ideas are evaluated with contemporary concepts/perspective, it will be seen that they have sufficient potential to provide solutions to today's economic problems.
