TÜRKİSTAN’IN ENERJİ GÜVENLİĞİ ÇERÇEVESİNDE BÖLGESEL İŞBİRLİĞİ PERSPEKTİFLERİ: KAZAKİSTAN ÖRNEĞİ

Öz

Enerji güvenliği, zengin hidrokarbon kaynaklarına sahip olmasına rağmen sınırlı ihracat rotalarına ve dış pazarlara bağımlı olan Türkistan bölgesi için stratejik bir öneme sahiptir. Bölge ülkeleri, tedarik güvenliği, altyapı eksiklikleri ve jeopolitik bağımlılık gibi yapısal zorluklarla karşı karşıya kalırken, geniş petrol ve doğal gaz rezervlerine sahip Kazakistan, bölgesel enerji arzında kritik bir aktör konumundadır. Ancak, Türkistan devletleri arasında uyumlu bir bölgesel enerji politikası bulunmaması, enerji güvenliği risklerini daha da artırmaktadır. Bu çalışma, Kazakistan’ın hem enerji üreticisi hem de transit merkezi olarak taşıdığı stratejik önemi analiz etmektedir. Araştırma bulguları, Kazakistan’ın enerji ihracatını Çin ve Avrupa pazarlarına genişletmesine rağmen, sınırlı transit rotalara bağımlılığının enerji güvenliğini kırılgan hale getirdiğini ortaya koymaktadır. Türkistan’ın ortak elektrik şebekesinin yeniden canlandırılması ve alternatif ihracat koridorlarının geliştirilmesi, bölgesel enerji altyapısını güçlendirerek ticaret mekanizmalarını daha dayanıklı hale getirebilir. Bu çalışma, Kazakistan’ın Türkistan bölgesindeki enerji güvenliği açısından oynadığı rolü değerlendirerek, bölgesel işbirliğinin enerji güvenliğini nasıl artırabileceğine dair geniş bir çerçeve sunmaktadır. Aynı zamanda, Türkistan’ın değişen enerji dinamiklerine ilişkin daha derin araştırmalar için bir temel oluşturmakta ve bölgesel entegrasyon ile stratejik altyapı yatırımlarının enerji güvenliğini nasıl artırabileceğine dair politika önerileri sunmaktadır.

REGIONAL COOPERATION PERSPECTIVES WITHIN THE FRAMEWORK OF TURKISTAN’S ENERGY SECURITY: THE CASE OF KAZAKHSTAN

Öz

Energy security is a strategic concern for the Turkistan region, which possesses abundant hydrocarbon resources yet remains heavily dependent on limited export routes and external markets. While regional countries face challenges related to supply security, infrastructure deficiencies, and geopolitical dependencies, Kazakhstan, with its vast oil and natural gas reserves, emerges as a key player in regional energy supply. However, the absence of a coordinated regional energy policy among Turkistan states further exacerbates energy security risks. This study analyzes Kazakhstan’s strategic role as both an energy producer and a transit hub. The findings indicate that despite Kazakhstan’s successful expansion of energy exports to China and European markets, its reliance on a limited number of transit routes continues to pose a vulnerability. Reviving Turkistan’s integrated electricity grid and developing alternative export corridors could enhance regional energy infrastructure, strengthen trade mechanisms, and increase overall resilience. This study provides a comprehensive perspective on how regional cooperation can enhance energy security by evaluating Kazakhstan's role in the Turkistan region's energy security framework. Additionally, it lays the groundwork for further research into Turkistan’s evolving energy dynamics. It presents policy recommendations on how regional integration and strategic infrastructure investments can contribute to greater energy security and resilience.
