Yapay Yağış: Yağmur Bombası Hakkında Fıkhî Bir Değerlendirme

Throughout history, humankind have sought a solution to drought. In the Prophetic tradition the remedy for it has emerged in the form of repentance, prayer and supplication while magic and witchcraft have been resorted to in some societies where their use are prevalent. Since 19th century cloud seeding, a solution yielded by scientific advancements has been added to them. Cloud seeding, whose foundations were laid in 1881 has been later developed and tested in various parts of the world. However today its advantageous and disadvantageous aspects have been debated. This matter may be also dealt with from a religious-juridical point of view. The present study firstly touches upon the basic concepts and topics regarding rain and drought in the context of the Holy Qur’an and the hadiths, and then gives a brief account of the developmental stages of artificial rain and its operational history. Lastly the paper presents an evaluation of religious-juridical observations on the issue in the question.

Kuraklıktan kurtuluş yolları, kuraklığın söz konusu olduğu her dönem problemi olmuştur. Peygamber sünnetinde bu kendisini tevbe, namaz ve dua şeklinde göstermiş, diğer geleneklerde sihir ve büyü hâkim olmuş, on dokuzuncu yüzyıldan itibaren de bunlara yapay yağış eklenmiştir.  1881’de temelleri atılan yapay yağış uygulaması, daha sonraki yıllarda daha da geliştirilerek dünyanın çeşitli yerlerinde denenmiş, günümüzde de bunun olumlu-olumsuz yönleri tartışılmaya başlanmıştır.  Bu yönlerden birisi de fıkhî boyuttur. Bu makalede, yağış ve kuraklık ile ilgili temel kavram ve konulara, Kur’an-ı Kerim ve hadisler ışığında kısaca temas edildikten sonra, yapay yağışın tarihi gelişimi, uygulamaları ve bugünki durum özetlenecek, ardından fıkhî açıdan yapılan yorumlar ele alınarak değerlendirilecektir.
