Türkiye’de Ekonomik Kriz Dönemlerinde ÖTV İndirimlerinin Etkileri: Otomobil Sektörü Üzerine Bir Değerlendirme

In many countries, the implementation of expansionary fiscal policies in the short term has been necessary to overcome the economic recession and contractions that occurred in certain years. Accordingly, it is believed that the SCT discounts applied in certain periods have a stimulating and accelerating effect on the market. As a matter of fact, there is no difference between domestic and imported cars in the SCT discounts in the automobile market. The fact that consumers prefer mostly imported products among domestic and imported products causes market expansion to be import-oriented in the Turkish economy. In this respect, instead of implementing demand-based policies in eliminating market shortage, domestic producers should be encouraged to use more domestic inputs and incentives should be applied to reduce the costs of these producers. In this study, the impact of SCT discounts is evaluated by considering Turkey's economy within the scope of the automotive sector.

Birçok ülkede belli yıllarda ortaya çıkan ekonomik durgunluk ve daralmaları aşmada kısa dönemde genişletici maliye politikalarının uygulanmasını gerekli kılmıştır. Bu doğrultuda belli dönemlerde uygulanan ÖTV indirimlerinin çarpan ve hızlandıran etkisiyle piyasayı canlandırıcı etkilerinin olduğu düşünülmektedir. Nitekim otomobil piyasasında ÖTV indirimlerinde yerli ve ithal otomobil ayrımı yapılmamaktadır. Türkiye ekonomisinde tüketicilerin yerli ve ithal ürünler arasında çoğunlukla ithal olanları tercih etmeleri piyasa genişlemesinin ithalat eksenli olmasına yol açmaktadır. Bu bakımdan piyasa darlığını gidermede talep eksenli politikalar uygulamak yerine yerli üreticilerin bir yandan daha çok yerli girdi kullanmalarının teşvik edilmesi, diğer yandan da bu üreticilerin maliyetlerini düşürücü teşvikler uygulanması gerekir. Bu çalışmada Türkiye ekonomisi otomotiv sektörü kapsamında ele alınarak ÖTV’nin etkileri değerlendirilmektedir.
