Stratejik Yönetim Perspektifinden Dijital Hükümet: Uygulama Süreçlerine İlişkin Nitel Bir İnceleme

Öz

Dijital hükümet, bilgi ve iletişim teknolojilerinin kamu yönetimi süreçlerine entegre edilmesi yoluyla kamu hizmetlerinin daha etkili, verimli ve vatandaş odaklı bir şekilde sunulmasını amaçlayan bir yönetim modelidir. Geleneksel uygulamalarının dijitalleştirilmesine dayanan bu yönetim modeli, kamu yönetiminde şeffaflık, hesap verebilirlik ve katılımcılığı güçlendirirken, kamu hizmetlerinin erişilebilirliğini ve sunum hızını da artırmaktadır. Dijital hükümet modeli, kamu yönetimi alanında sadece teknolojik bir dönüşümü değil aynı zamanda organizasyonel yapıların, süreçlerin ve hizmet sunum yöntemlerinin yeniden yapılandırılmasını gerektirmektedir. Bu bağlama odaklanan araştırmanın amacı, dijitalleşmenin kamu yönetiminde meydana getirdiği değişimleri ve dijital hükümet projelerinin sürdürülebilirliği açısından hangi unsurların ne derece etkili olduğunu stratejik yönetim perspektifinden değerlendirmektir. Stratejik yönetim ve dijital hükümet kavramlarına ilişkin literatürün incelenmesi ve Kocaeli Bölgesi’ndeki yerel yönetimlerde görev yapan üst düzey kamu idarecileri ile yapılacak yarı yapılandırılmış mülakatlar araştırmanın kapsam ve sınırlılığı olarak belirlenmiştir. Bu doğrultuda, örneklemden elde edilen veriler tematik analiz yöntemiyle değerlendirilmiş olup, yapılan kapsamlı analizler ve çıkarımlarla Türk kamu yönetimine ilişkin anlamlı bulgular ortaya konulmuştur. Bulgular, dijital hükümet projelerinin sürdürülebilirliğinde stratejik planlama, kaynak tahsisi, teknolojik altyapı, vatandaş katılımı, farkındalık ve sürekli eğitim gibi unsurların belirleyici bir rol oynadığını göstermiştir. Bu kapsamda araştırma, dijital hükümet projelerinin başarısında stratejik yönetimin gerekliliğine ışık tutmakta ve bu alanda yapılacak gelecek araştırmalar için teorik altyapının geliştirilmesine yönelik ipuçları sunmaktadır.

Digital Government from a Strategic Management Perspective: A Qualitative Study of Implementation Processes

Öz

Digital government is a management model that aims to provide public services in a more effective, efficient, and citizen-focused manner by integrating information and communication technologies into public administration processes. This management model, which is based on the digitalization of traditional practices, strengthens transparency, accountability, and participation in public administration, while also increasing the accessibility and speed of public service delivery. The digital government model requires not only a technological transformation in public administration but also the restructuring of organizational structures, processes, and service delivery methods. The objective of this research, focusing on this context, is to evaluate the changes brought about by digitalization in public administration and assess the extent to which these elements are effective in terms of the sustainability of digital government projects from a strategic management perspective. The review of the literature on the concepts of strategic management and digital government, along with semi-structured interviews conducted with senior public administrators working in local governments in the Kocaeli Region, define the scope and limitations of this research. In this context, data obtained from the sample were evaluated using the thematic analysis method, and meaningful findings regarding Turkish public administration were revealed through comprehensive analyses and inferences. The findings indicate that elements such as strategic planning, resource allocation, technological infrastructure, citizen participation, awareness, and continuous education play a decisive role in the sustainability of digital government projects. Thus, this research highlights the necessity of strategic management for the success of digital government projects and provides insights into developing a theoretical infrastructure for future studies in this field.
