AN ANALYSIS OF GENDER EQUALITY IN RESEARCH: EU GENDER EQUALITY STRATEGIES AND RESEARCH FRAMEWORK PROGRAMMES

Öz

This paper addresses the issue of gender equality in science, research, and innovation in the context of the European Union Equality Strategies and Research and Innovation Framework Programs. The study aims to provide predictions for the future in this area through the analysis of priorities and actions outlined in the European Union’s gender equality strategies and research and innovation framework programs to promote gender equality in the field of research. Document review and analysis methods were used as research methods. The analysis of the documents shows that the European Union priorities in the area of gender inequality in research are ‘gender balance in leadership and decision-making, combating stereotypes, removing obstacles to women’s participation in science and research and career advancement, promoting gender equality and equal opportunities in research and innovation, and integrating the gender dimension into all areas of research.’ To monitor and support developments in these areas, measures such as ‘setting targets, collecting and monitoring data, mainstreaming gender equality into all policies and programs, and supporting targets with funds’ were envisaged.

ARAŞTIRMA ALANINDA TOPLUMSAL CİNSİYET EŞİTLİĞİ ÜZERİNE BİR DEĞERLENDİRME: AVRUPA BİRLİĞİ CİNSİYET EŞİTLİĞİ STRATEJİLERİ VE ARAŞTIRMA ÇERÇEVE PROGRAMLARI

Öz

Bu çalışmada Avrupa Birliği Eşitlik Stratejileri ile Araştırma ve Yenilik Çerçeve Programları örneğinde bilim, araştırma ve yenilik alanında toplumsal cinsiyet eşitliği konusu ele alınmaktadır. Çalışma ile, Avrupa Birliği cinsiyet eşitliği stratejileri ve araştırma ve yenilik çerçeve programlarında araştırma alanında toplumsal cinsiyet eşitliğinin desteklenmesi için ortaya konulan öncelik ve eylemlerin analizi aracılığı ile bu alanda gelecek için öngörüler ortaya konulması amaçlanmıştır. Araştırma yöntemi olarak belge tarama ve doküman analizi yöntemi kullanılmıştır. Araştırma sonucunda elde edilen bulgular Avrupa Birliği’nin araştırma alanında cinsiyet eşitsizliği ile ilişkili olarak ‘liderlik ve karar almada cinsiyet dengesi, kalıpyargılarla mücadele, kadınların bilim ve araştırma alanına katılımının ve kariyer ilerlemesinin önündeki engellerin kaldırılması, araştırma ve yenilik alanında cinsiyet eşitliğinin ve eşit fırsatların teşviki ve cinsiyet boyutunun araştırmanın tüm alanlarına entegrasyonu’ önceliklerine yer verdiği bulunmuştur. Bu alanlarda gelişmelerin takibi için ise ‘sayısal hedefler koyma, veri toplama ve izleme, cinsiyet eşitliğinin tüm politika ve programlara anakımlaştırılması ve hedefleri fonlarla destekleme’gibi önlemlerin alınması öngörülmüştür.
