Progress of urban forests in Turkey and legal aspect

Aim of study: The level at which the concept of urban forest, which is constantly developing, has reached in Turkey and in the world has been researched. At the same time, it is aimed that the concept of urban forest in Turkey is considered from the legal aspect and the legal deficiencies in this point are examined and suggestions for solutions are made.
Area of study: It covers the areas where urban forestry practices are implemented within the borders of Turkey.
Material and Methods: In the study, firstly, the emergence of the concept of urban forest and the development process are examined in the worldwide. The development of the urban forestry in Turkey and the definitions and applications related to the subject were researched. Finally, the legal aspects of urban forestry is examined according to the hierarchy of norms, and what is expected from the urban forest in terms of legal legislation has been examined.
Main results: In Turkey, there is a lot of confusion between different public institutions and organizations regarding the management and responsibility of such areas. It has been understood that the municipalities which are the main operators of the urban forests have not sufficiently studied the examples in developed countries. Urban forests are places of use in the state forests and originally occupied by the status of recreational area. Uncontrolled use of urban forests increases the pressure on state forests.
Research highlights: Local authorities and forestry directorates should work together to avoid destroying the green areas which is in urban and peri-urban areas. Social and environmental functions should be the primary goals in planning these areas Once a forest accepted as an urban forest, it does not make it available for the community for different kind of uses.
