ENGELLİLERE YÖNELİK SOSYAL KORUMA HARCAMALARI: YOKSULLUK VE SOSYAL DIŞLANMA BAĞLAMINDA BİR PANEL VERİ ANALİZİ

Öz

Kapsayıcı ve erişilebilir sosyal koruma harcamaları, toplumun dezavantajlı kesimlerinin refahını artırarak toplumsal barışı destekler, sağlık hizmetlerine erişimi kolaylaştırır ve sosyal adaleti temin eder. Bu araştırmanın amacı, engellilere yönelik sosyal harcamaların yoksulluk veya sosyal dışlanma riski taşıyan engellilerin durumunu nasıl etkilediğini anlamak ve bu etkilerin ne yönde olduğunu ortaya koymaktır. Araştırmada, Eurostat veri tabanından 2010-2021 dönemini kapsayan seçilmiş ülkelerin verileri elde edilmiş ve STATA 17 yazılım programı ile panel veri analizi yöntemi kullanılarak incelenmiştir. Analiz sonucu, modelin olasılık değeri modelin doğru ve anlamlı olduğunu göstermektedir. Bu çalışmanın bulguları, engellilere yönelik sosyal koruma harcamalarının engelli kişilerin yoksulluk veya sosyal dışlanma riskini azalttığını göstermektedir. Bu yönüyle çalışmanın, engelli bireylerin yaşam standartlarını iyileştirme potansiyelini ortaya koyarak, daha etkili ve hedef odaklı sosyal politikaların geliştirilmesine önemli katkılarda bulunması beklenmektedir.

SOCIAL PROTECTION EXPENDITURES FOR PEOPLE WITH DISABILITIES: A PANEL DATA ANALYSIS IN THE CONTEXT OF POVERTY AND SOCIAL EXCLUSION

Öz

Inclusive and accessible social protection expenditures support social peace by increasing the welfare of disadvantaged segments of society, facilitating access to health services, and ensuring social justice. The aim of this research is to reveal how social expenditures for disabled people affect the situation of disabled people at risk of poverty or social exclusion. In the research, data from selected countries covering the period 2010–2021 were obtained from the Eurostat database and analyzed using the panel data analysis method with the STATA 17 software program. As a result of the analysis, the probability value of the model shows that it is accurate and significant. The findings of this study show that social protection expenditures for people with disabilities reduce the risk of poverty or social exclusion of people with disabilities. In this respect, it is expected that the study will make significant contributions to the development of more effective and target-oriented social policies by revealing the potential to improve the living standards of individuals with disabilities.
