Assessment of the Phenomenon “Governance” within the Framework of “Brussels 2013 Report” of European Commission and the 10th Five-Year Development Plan of State Planning Organization

It is obvious that the concept “governance” is described in different ways in the world and in our country. The common point of this phenomenon, containing different descriptions, is that it is both a means and a target which provides framework for discussing the contribution of the the role of government and other actors in implementing public services. "Brussels 2013 Report" prepared by the European Commission, aimed to grant more autonomy to local authorities member countries of European Union for a better governance and tangible results in the developmental area and emphasized the importance of local governments. This study aims to discuss the phenomenon “governance” and to assess the 10th Five Year Development Plan of the SPO from this perspective

Avrupa Komisyonu “Brüksel 2013 Yılı Raporu” ve DPT 10. Beş Yıllık Kalkınma Planı Çerçevesinde “Yönetişim” Olgusunun Değerlendirilmesi

Öz

Yönetişim kavramının dünyada ve ülkemizde farklı biçimlerde tanımlandığı görülmektedir. Farklı tanımlamalar içeren bu olgunun ortak noktası,  kamusal hizmetlerin görülmesinde devletin rolünün ve diğer aktörlerin yaptığı katkının tartışılması için bir çerçeve sağlayan hem bir araç hem de bir amaç olduğudur. Avrupa Komisyonu tarafından oluşturulan “Brüksel 2013 Yılı Raporu”nda daha iyi bir yönetişim ve gelişme alanında daha somut sonuçlar için Avrupa Birliği’ne üye ülkelerde yerel yetkililere daha fazla özerklik verilmesi hedeflenmiş ve yerel yönetimlerin önemi vurgulanmıştır. Bu çalışmada amaç yönetişim” olgusunun ele alınarak, DPT’nin 10. Beş Yıllık Kalkınma Planı’nın bu açıdan değerlendirilmesidir.
