Öz

The role of women in the Gulf Cooperation Countries (GCC) has been under the influence of dramatic transformation in economy and social life in the last 30 years. The aim of this paper is to examine the changing role of women in economic, political and cultural life in the Gulf societies. In this paper two Gulf countries, Qatar and the United Arab Emirates (UAE) are taken as examples. The tiny country of the Gulf, Qatar, has a conservative local tradition but at the same time witnessed a rapid change in its economic, social and political life. For this reason, Qatar can be taken as an excellent example to understand changing roles of women in the Gulf society. The UAE has become the heart of economic activities in the region and has a liberal environment and is trying to integrate herself in to the global world. So, Emirates is crucial in investigating the transformation of the women’s role in the society. Findings of this paper shows similarities and differences of the changing roles of women in these two countries. Also in this paper, the influence of royal women on the modernization of women in these countries is discussed. The result of this work shows that despite new opportunities for women in economic life, women of the Gulf still have limitations on participating in economic, social and political life, because there are not serious legal reforms on women’s rights. Other Gulf countries have been sharing common culture, economic and political structure with Qatar and the UAE, so the changing roles of women in these countries have many similarities with both. Orta Doğu ülkeleri arasında Körfez İşbirliği Konseyi (KİK) ülkelerinin farklı bir konumu vardır, zira bu ülkeler son otuz yılda ekonomik, sosyal, politik ve kültürel yapılarında oldukça dramatik değişimler yaşamışlardır. KİK ülkelerinde kadınların toplum içindeki rolleri de bu değişimden payını almıştır. Bu çalışmanın amacı, KİK ülkelerinde yaşayan kadınların son otuz yıl içinde ekonomik, politik ve kültürel alanlardaki değişen rollerini incelemektir. Çalışmada Katar ve Birleşik Arap Emirlikleri (BAE) örnek ülkeler olarak ele alınarak karşılaştırma yapılmıştır. Körfezin küçük ülkesi Katar hem son derece tutucu yerel geleneklere sahip, hem de toplumsal değişimlerin en hızlı hissedildiği bölgelerden biridir, dolayısıyla kadınların yaşamında gözlenen değişikliklerin analizi için mükemmel bir örnektir. BAE ise Katar’a göre Batı kültürüne daha açık ve liberal yapısıyla kadınların değişen rollerinin incelenmesi için daha farklı bir ortam sunmaktadır. KİK ülkeleri içinde ekonomik gelişimin en hızlı olduğu ülkeler Katar ve BAE olduğundan bu iki ülkedeki değişimin kadınlar üzerindeki etkisinin daha çarpıcı olacağı düşünülmüş ve makale için örnek olarak ele alınmışlardır. Çalışmanın bulguları, kadınların Katar ve BAE’de yaşanan büyük dönüşümden nasıl etkilendiklerini göstermektedir. Makalede her iki ülkede kadınların son yıllarda sosyo-ekonomik yapıda ve politik alanda değişen rollerindeki benzerlikler ve farklılıklar belirtilmiştir. Ayrıca her iki ülkede kraliyet mensubu kadınların topluma rol model olmalarının etkileri de tartışılmıştır. Çalışmanın sonucuna göre bu iki Körfez ülkesinde kadınların toplumdaki etkisi ve katılımı artsa da hukuksal anlamda reformların yapılmaması kadınların yerellik ve modernleşme arasında kalmasına ve ciddi çelişkilerle yüzleşmelerine neden olmaktadır. Katar ve BAE ile ortak tarihsel, kültürel, ekonomik ve siyasi yapıyı paylaşan diğer KİK ülkelerindeki kadınların çok benzer durumlarla yüzleştiklerini söylemek mümkündür.
