İLETİşİM TEKNOLOJİSİNİN ULUSLARARAsı SORUNU: İNTERNETTE ÇOÇUKLARIN CİNSEL İSTİSMARI

Öz

İletişim çağının önemli bir teknolojisi olan İnternet, bilgi, eğitim, kültür, eğlence ve katılımcılıkta çocuklarım ız için hem bir umut, hem de endişe verici bir araçtır. İnternet 'in endişe verici olması, faydalarının yanı sıra yasa dışı ve zararlı içerikli yayınları da kolayca dünyada yaymasıdır. Zararlı yayınların başında da çocukların, pedofili, pornografi gibi sapkınlıklarla, tacizlerle, ahlak dışı kullanılmaları, bir başka deyişle cinsel istismarları ve bu konularda ticaret konusu yapılmaları gelmektedir. Bu konuda gerek bazı ülkelerde devletlerin gerekse Unesco ile Üniversiteler ve akademisyenlerin yaptığı araştırmalara göre, İnternet 'e çocuklar kolayca erişebilmekte, sitelere kolayca girebilmektedirler. Bundan dolayı, evler, okullar, kütüphane ve internet kafeleri pornografi için bulunmaz birer pazarlama zinciri oluşturmaktadırlar. İnternet aracılığı ile çocukların cinsel istismarına karşı alınabilecek tedbirlerle, İnternet 'in bilgiye erişme ve ifade özgürlüğünün sansüre dönüşmesinin önlenmesi paradoksu arasında iletişimin güvenli kullanımını geliştirmek ihtiyacı tartışmalara konu olmaktadır. İnternet 'in daha güvenli kullanımı konusunda Avrupa Birliği ile Ünesco 'nun ortak hareket planları üzerinde çalışmalar sardüralmekıedir.

THE INTERNATIONAL PROBLEM OF COMMUNICATION TECHNOLOGY: SEXUAL ABUSE OF CHILDREN ON THE INTERNET

Abstract

The Internet, the extraordinary technology ofour communication age, is both a hopeful and alarming medium for our children in information, education, culture, entertainment and participation. The Internet, besides its advantages, is causing anxiety since it is capable of distributing publications ofillegal and harmful content easily throughout the world. Exploiting children in unmoral ways for purposes of perversion, such as pedophilia, pornography and harassment, in other words their sexual exploitation and their becoming amatter oftrade is heading the list ofharmful publications. According to researches made both by states in same countries and by UNESCO, universities and academicians, children can easily access the Internet and enter the websites. Therefore, homes, schools, libraries and Internet Cafes form a unique marketing chain for pornography. Between the paradox ofthe precautions against sexual exploitaıion ofchildren through the Internet and the prevention ofconversion ofaccess to information and freedam ofspeech of the Internet into cencorship, discussions on the need for develaping the safer use of communication are taking place. Studies for a common action plan with regard to the safer use ofthe Internet by the European Union and the UNESCO are conıinuing.
