A QUALITATIVE EVALUATION OVER THE MINISTRY OF EDUCATION’S TOTAL QUALITY MANAGEMENT, REWARDING PROCESS AND AFTERWARDS
Abstract
Quality reminds itself in the lives of people and organizations as a lifestyle which is always demanded. Total Quality Management or TQM, (TKY in Turkish) emerging as a management approach, creates the infrastructure of this demand. There are either positive or negative views about Total Quality Management philosophy. In Turkey, TQM philosophy has been applied since 1999 in institutions dependent to Ministry of Education under legal regulations. Under these regulations, rewarding competitions have been organized for crews in the workplaces or institutions. In this study the rewarding process was investigated rather than the positive or negative discussions about the TQM philosophy. The qualitative evaluation of before, during and after the rewarding process for the rewarded institutions consist of the subject of this study. The study was applied by using one of the qualitative research designs, the “situational study design”. For this purpose, in the framework of maximum variation sampling, interviews with representatives of seven schools/institutions were made. By the analysis made according to the content analysis method, the inside and outside reflections of the rewarding process of TQM are seen to be positive. The efforts are seen to be continued afterwards the rewarding process and also the success is seen to be so. For the purpose of the increasing the quality of the services such as the education which is aimed for the people, the TQM rewarding process should be continued and kept alive no matter how it is named

MİLLÎ EĞİTİM BAKANLIĞI TOPLAM KALİTE YÖNETİMİ ÖDÜL SÜRECİ VE SONRASI ÜZERİNE NİTEL BİR DEĞERLENDİRME
Öz
Kalite insanların, örgütlerin yaşamlarında sürekli istedikleri bir yaşam biçimi olarak durmaktadır. Bir yönetim yaklaşımı olarak ortaya çıkan Toplam Kalite Yönetimi (TKY) bu isteğin teorik alt yapısını oluşturmaktadır. TKY felsefesine ilişkin olumlu ve olumsuz görüşler bulunmaktadır. Türkiye’de TKY felsefesi Milli Eğitim Bakanlığı’na bağlı kurumlarda yasal mevzuat çerçevesinde 1999 yılından itibaren uygulamaya konulmuştur. Bu çerçevede her öğretim yılında ekip ve kurum bazlı ödül yarışmaları düzenlenmiştir. Bu çalışmada TKY felsefesine yönelik olumlu/olumsuz tartışmaların ötesinde ödül süreci araştırılmıştır. Ödül alan kurumlar açısından ödül öncesi, ödül süreci ve ödül sonrası çalışmaların ödül alanlar açısından nitel bir değerlendirilmesi araştırmanın konusunu oluşturmaktadır. Çalışma nitel araştırma desenlerinden durum çalışması deseni kullanılarak incelenmiştir. Bu amaçla maksimum çeşitleme örneklemi çerçevesinde Türkiye’de yedi okul/kurum temsilcisiyle görüşme yapılmıştır. İçerik analizi yöntemiyle yapılan çözümlemede TKY ödül sürecinin kurumlara iç ve dış yansımalarının olumlu olduğu görülmektedir. Ödül sonrasında çalışmaların devam ettiği dolayısıyla başarının sürdürülme eğilimi görülmektedir. Eğitim gibi insana yönelik hizmette niteliğin artırılması için TKY ödül sürecine devam edilmesi, farklı adlarla da olsun yaşatılması gerekmektedir
