EDUCATIONAL POLITICS IN AVNI AKYOL’S
PERIOD
Abstract
Avni Akyol was the Minister of Education in 46., 47. and 48. Republic
Goverments for two years and eight months which was founded by
Motherland Party.
He began his career as a primary school teacher and reached the position
of the Minister of Education. He is an important educationist who contributed
the therotical value to the education system as well as implementation. All
these characteristics of Avni Akyol make his thoughts and implementations
more meaningful, special and worth searching.
During the period of Avni Akyol some remarkable actions were taken
such as; regulations in the headquarter of the Ministry, setting up a legal substructure
in the Ministry of Education Academy and laying the foundation,
implementation of “Passing a Course and Credit System”, LİMME Project,
increasing the diversity of mid school education and increasing the butget given
to the education. But the most outstanding action taken during Avni Akyol’s
period to increase the status and respect of teaching career was improving education,
fee and personal rights. Besides there had been a growth at giving moral
support and value to the career of training.

Öz
Anavatan Partisi tarafından kurulan 46., 47. ve 48. Cumhuriyet
Hükümetlerinde toplam 2 yıl 8 ay Milli Eğitim Bakanlığı yapan Avni Akyol,
meslek hayatına sınıf öğretmeni olarak başlayarak Milli Eğitim Bakanlığı makamına
kadar ulaşabilmiş; eğitim sistemine uygulamanın yanı sıra kuramsal
anlamda da katkı sunmuş önemli bir eğitimcidir. Tüm bu özellikleri Avni
Akyol’un fikir dünyası ile uygulamalarını daha anlamlı, özel ve araştırmaya
değer kılmaktadır.
Avni Akyol döneminde Bakanlık merkez teşkilatında düzenlemeler
yapılması, Milli Eğitim Akademisinin yasal alt yapısının oluşturularak temelinin
atılması, ortaöğretimde Ders Geçme ve Kredi Sisteminin uygulanması,
LİMME Projesi, ortaöğretimde okul çeşitliliğinin artırılması ve bütçeden eğitime
ayrılan payın artırılması başta olmak üzere önemli icraatlar gerçekleştirilmiştir.
Fakat Akyol döneminin en göze çarpan yönü öğretmenlik mesleğinin statüsünü
ve saygınlığını artırmak için eğitim, ücret ve özlük haklarındaki diğer iyileştirmelerin
yanı sıra öğretmenlik mesleğine ve öğretmenlere verilen manevi destek
ve değerdeki artış olmuştur.
