Türkiye'de Rüzgar Enerjisi İçin Bir Durum Değerlendirmesi: A'wot Uygulaması/ An Assessment Of Turkey's Wınd Energy Sector: An A'wot Applıcatıon

Öz

Artan küresel enerji talebi ve fosil yakıt rezervlerinin tükenme sürecine girmesi dünya genelinde yeni ve yenilenebilir enerji kaynakları arayışına girilmesine neden olurken, küresel ısınma tehdidi bu trendde katalizör etkisi göstermiştir. Böyle bir küresel konjonktür içerisinde, enerji konusunda acilen stratejik adımlar atması gereken Türkiye de benzer arayışlar içine girmiştir. Bu süreçte rüzgar enerjisi gelişen teknolojisi ve değerlendirilmeyi bekleyen büyük potansiyeli ile ön plana çıkmaktadır. Dolayısıyla Türkiye rüzgar enerjisi sektörü 2000'li yıllardan itibaren önemli bir büyüme göstermiş olup, sektörün önümüzdeki dönemde de büyümeye devam etmesine kesin gözüyle bakılmaktadır. Fakat rüzgar enerjisi sektörünün gelişimine dair gerçekçi temellere dayanan ulusal bir strateji eksikliği, sektörden maksimum faydanın elde edilmesinin önüne geçmektedir. Bu çalışmada bahsi geçen eksikliğin giderilmesine yönelik olarak öncelikle SWOT analizi ile rüzgar enerjisi sektörünün mevcut durumu ortaya konulmuş, sonrasında Analitik Hiyerarşi Prosesi (AHP) ile SWOT faktörleri değerlendirilerek ulusal rüzgar enerjisi stratejisi oluştururken hangi konulara öncelik verilmesi gerektiği sorusu cevaplandırılmaya çalışılmıştır.

Prompted by the increasing world primary energy demand and fossil fuel's depletion process, a worldwide search for new and renewable energy sources began. Also global warming has made a catalyst effect in this trend. In such a global conjuncture, wind energy comes forefront with its untapped high potential and mature technology in Turkey, which already have urgent energy issues to handle. In recent years wind energy showed a significant growth in Turkey anditis highly expected to continue growing in the forthcoming period. In this point,  in order to gain greatest benefit from wind energy, a national strategy must be introduced. In this paper, at first current status of Turkey's wind energy sector is examined with SWOT analysis and then SWOT factors evaluated by using Analytic Hierarchy Process. Thus, the question of what issues should be given priority for structuring a national wind energystrategy is tried to be answered.
