Doğu Akdeniz Enerji Güvenliği Yetki Paylaşımı Türkiye-Libya Mutabakatı
Oil and natural gas reserves which were found in the Eastern Mediterranean in 2008 caused intensive energy studies in the region and this increased the importance of the Eastern Mediterranean. In addition to being an important transit point in energy transfers, the Eastern Mediterranean has increased its impact as an energy center. The political and economic impact of the energy reserves in the region has the potential to affect not only the states that have a coast in the Eastern Mediterranean but also many countries that will have an interest in the region in terms of politics and economics. The problem that started to be experienced in the Eastern Mediterranean since the 2000s was how the continental shelf and exclusive economic zone areas where riparian countries have sovereign authorities over natural resources will be shared among riparian countries. In this context, the Libyan National Reconciliation Government of Turkey on November 27, 2019 Memorandum of Understanding Concerning the Limitation of Jurisdiction in the Mediterranean Sea signed between opposite coasts of both countries marked the border maritime jurisdiction areas. In this study, the current positions of Turkey and Libya will be briefly evaluated in the context of energy security; afterwards the concepts of continental shelf and exclusive economic zone concepts set out in 1982 United Nations Convention on the Law of the Sea will be scrutinized and the limitation issues in the Eastern Mediterranean will be investigated. Subsequently, the content of the agreement which is defining the maritime areas of the both countries that Turkey conducted with Libya in regard to energy security in the Eastern Mediterranean, the political and legal consequences created by the agreement and the reactions of other countries that have interests in the region will attempted to be analysed.
