The concept of citizenship refers to a multi-layered situation in which the rights and responsibilities of individuals towards the state are determined with the emergence of the modern nation-state, focusing on membership in the national community and the rights and obligations that come with this membership. Since the 1990s, discussions on globalization have complicated the issue of citizenship under the influence of international migration and economic organizations. This study aims to present a literature review on the concept of citizenship and questions the citizenship perspective in globalization literature. To set an example for practices in Türkiye and catch up with developments, it aims to evaluate the issue of citizenship from the perspective of public administration and reveal the different dimensions of political-legal transactions. The definition of citizenship is considered a form of belonging based on certain rights and duties despite language differences. Today, factors such as globalization, multiculturalism, and the fight against terrorism have brought the concept of citizenship into an evolutionary process, and citizenship rights have an increasingly changing dynamism. Finally, when the historical development of citizenship is examined, it is seen that it extends from Ancient Greece to political membership and the understanding of the nation-state. Today, the concept of citizenship is constantly evolving due to influences such as globalization, multiculturalism, and human rights, and these changes require more comprehensive research in the field of public administration.
