THE FIRST CRACK IN THE EUROPEAN UNION COMMON SECURITY AND DEFENCE POLICY: LIBYAN CRISES

Abstract

European Union which can not realize the desired progress in the field of security and defence has been established new arrangements by the Treaty of Lisbon. Libyan Crises which comes into view as a first major security issue in the aftermath of the ratification of the Treaty has been given opportunity to observe the consequences of arrangements. But the result is a total failure. Common policy has not once again been determined by the European Union. While the member states were acting in line with national interests, activities of the Union have been limited to humanitarian aids. The aim of is this study is to examine the Common Security and Defence Policy through the example of Libya. The study discusses the evolution and problems of the Common Security and Defence Policy. It also suggests a deep-rooted transformation that involves decission-making and military capabilities to establish an effective structure

AVRUPA BİRLİĞİ ORTAK GÜVENLİK VE SAVUNMA POLİTİKASI’NDA İLK ÇATLAK: LİBYA KRİZİ

Öz

Güvenlik ve savunma alanında istenilen ilerlemeyi sağlayamayan Avrupa Birliği, Lizbon Antlaşması ile yeni düzenlemeleri hayata geçirmiştir. Antlaşmanın yürürlüğe girmesinden sonraki ilk büyük güvenlik sorunu olan Libya Krizi, yapılan düzenlemelerin neticelerini görme fırsatı vermiştir. Ancak sonuç tam bir fiyaskodur. Avrupa Birliği, bir kez daha ortak politika belirleyememiştir. Üye devletler kendi ulusal çıkarları doğrultusunda hareket ederken, Birliğin faaliyetleri insani yardım boyutuyla sınırlı kalmıştır. Bu çalışmanın amacı Libya örneği üzerinden Ortak Güvenlik ve Savunma Politikası’nın incelenmesidir. Çalışmada, Ortak Güvenlik ve Savunma Politikası’nın gelişimi ve sorunları ele alınmaktadır. Ayrıca etkin bir yapının oluşturulması için karar alma mekanizmasında ve askeri yeteneklerde kapsamlı bir dönüşüme gidilmesi önerilmektedir
