Immigrant Women in Local Equality Action Plans of Municipalities: A Study on Action Plans of Municipalities in Türkiye

Öz

An increasing number of local governments worldwide are adopting gender equality and intersectionality in their policies and actions, in line with the implementation of global anti-discrimination standards derived from human rights treaties and conventions. One of these texts is the European Charter for Equality of Women and Men in Local Life. Fifty-seven municipalities in Türkiye have signed the Charter. This research analyses how these municipalities address the issue of migrant women in terms of social equality. In the context of gender equality and intersectionality theory, how women's role and status in the urban environment are addressed at the local level is evaluated in light of the results obtained from the content analysis of local equality action plans. In conclusion, the findings emphasize the importance and fundamental nature of integrating an intersectional approach into action plans to achieve overall equality at the local level.

Belediyelerin Yerel Eşitlik Eylem Planlarında Göçmen Kadınlar: Türkiye'deki Belediyelerin Eylem Planları Üzerine Bir Araştırma

Öz

Dünya çapında giderek artan sayıda yerel yönetim, insan hakları sözleşmeleri ve şartlarından türetilen ayrımcılık karşıtı küresel standartların uygulanmasıyla uyumlu olarak, politikalarında ve eylemlerinde toplumsal cinsiyet eşitliği ve kesişimselliği benimsemektedir. Bu metinlerden biri de Avrupa Yerel Yaşamda Kadın Erkek Eşitliği Şartı’dır. Türkiye’den Şart’ı imzalayan toplam elli yedi belediye bulunmaktadır. Araştırma, Türkiye'deki yerel eşitlik eylem planlarının içeriğini inceleyerek bu belediyelerin göçmen kadınları nasıl ele aldığını ortaya koymaktadır. Toplumsal cinsiyet eşitliği ve kesişimsellik teorisi bağlamında, kadınların kentsel ortamdaki rol ve statülerini yerel ölçekte nasıl ele alındığını yerel eşitlik eylem planlarının içerik analizinden elde edilen sonuçlar ışığında değerlendirilmektedir. Sonuç olarak bulgular, yerel düzeyde genel eşitliğe ulaşmak için kesişimsel bir yaklaşımın eylem planlarına entegre edilmesinin önemini ve temel niteliğini vurgulamaktadır.
