KÖTÜ İDAREDEN İDARİ KÖTÜLÜĞE: İDAREDE KÖTÜLÜĞE MANİ OLMANIN İMKANI ÜZERİNE

Öz

Özce insanların yanlış bir şeyler yaptıklarının “farkında
olmadan” kötücül davranışlara kalkışmaları olarak tanımlanabilecek idari kötülük
(administrative evil) olgusunu merkezine alarak bu çalışma, idari kötülüğe mani
olmanın imkanını mevcut literatürün taranmasına dayanarak tartışmak üzere hazırlanmıştır.
Yapılan incelemede aktif ve pesi olmak üzere idari kötülüğün iki farklı tipi
olduğu anlaşılmıştır. Neticede idari kötülüğe mani olmak açısından, güçlü ve
diyaloğu geliştiren bir liderlik modeline gereksinim olduğu, cesaretin ve konuşmanın
teşvik edilmesi gerektiği, normatif ve sosyal baskıların yumuşatılması gerektiği,
aşırı profesyonelleşmenin risklerinin farkında olunması gerektiği, aktif yurttaşlığın
ve dürüst medyanın desteklenmesi gerektiği belirlenmiştir.
