The Strategy of Khalif Umar’s Commander Appointment: The Case of Sa’d b. Abû al-Waqqâs and Abû Ubayda b. al-Jarrah

Öz

Khalif Umar followed basically political strategies of the former Khalif Abû Bakr, though he appointed new commanders and ad-ministrators. In this context, he appointed Abû Ubayda b. al-Jarrah in place of Khalid b. Walid as the commander of current army for Byzantium, and Sa’d b. Abi Waqqas in place of Musanna b. Kharisa as the commander of the army for Sasanids. The rea-sons for these new appointments seem to be determined according to new political situations, the preference of the Khalif, qualities of the new commanders, their positions within Islamic community and the political balance between different tribes. This paper aims at exploring this type of historical conditions so as to throw a light behind the appointments of new commanders of the armies for Byzantium and Sasanids.

Hz. Ömer kendisinden önceki halife Ebu Bekir’in politikalarını de-vam ettirmiş, ancak bu politikaları mevcut komutanlar ile değil, kendi atadığı komutan veya idarecilerle sürdürmek istemiştir. Bu itibarla Bizans’a karşı savaşan Hâlid b. Velid yerine Ebû Ubeyde b. El-Cerrah’ı, Sâsânîler’e karşı mücadele eden Müsennâ b. Hârise yerine de Sa’d b. Ebî Vakkâs’ı atamıştır. Bu görev değişikliklerinde siyasal etkenlerin yanı sıra, halifenin tercihi, görevden alınan ve göreve getirilen kişilerin komutanlık özellikleri, bu kişilerin Müs-lümanlar arasındaki konumu ve kabileler arası dengelerin etkili ol-duğu anlaşılmaktadır. Bu makale söz konusu hususları irdeleye-rek, her iki cephede gerçekleştirilen komutan değişikliklerinin ne-denlerini aydınlatmaya çalışmaktadır.
