ORGANIZATIONAL JUSTICE IN PUBLIC ORGANIZATIONS, ETHICS AND PUBLIC PERCEPTIONS ON THE EFFICIENCY OF THE EFFECT
Öz
The social welfare state has been widely criticized for its cumbersome and
inefficient public administration, which has a wide range of action, and has
become a new public administration understanding and practices with neoliberal
policies. The assumption that the private sector is more efficient and more
successful has brought about the discussions on the applicability of techniques
and practices belonging to the private sector to the field of public administration.
Evolving from the classical / traditional public management approach towards
the new public administration and new public administration approaches, from
Human Resource Management to Human Resource Management, from
Productivity Management to Performance Management. Efficiency refers to the
relationship between the output produced by a production or service sector and
the input used to obtain output. Public administration's productivity evaluations
are different from private sector. Increased productivity points to successful
management. In order to increase the efficiency of the management, it is
necessary to make changes in the existing conditions, which means change in
public administration. It is critical that the employee in the current system, in
increasing productivity and in good management of change, be able to perceive
public ethics and corporate values that are in line with organizational ethics,
including their own values and norms.The service sector is labor-intensive. The "human" factor is the most important
element in ensuring productivity. The study focuses on the relationship between
organizational ethics and public ethics and the productivity of the most important
component and supplier of productivity. Descriptive and descriptive methods have
been used to resolve this relationship. It is expected that the perceptions of public
ethics and organizational ethics will reveal important criteria in the absence of
work, in the absence of personnel productivity and hence in the success of change
in public administration
