İşgücü Piyasalarında Beceri Problemleri: Türkiye Üzerine Bir Değerlendirme ve Politika Önerileri

Öz

Günümüz dünyasında ekonomik aktiviteyi biçimlendiren en önemli unsurlar, özellikle de 2000’li yılların başından itibaren üretimde giderek artan ölçüde otomasyon, dijitalleşme ve Endüstri 4.0’ın çığır açan teknolojik gelişmeleridir. Benzer şekilde yeşil dönüşüm de, ülkeleri yeni üretim ve ticaret biçim ve süreçlerine yöneltmektedir. Bu olgular, küresel ölçekte işgücünü beceri dönüşümüne tabi tutmaktadır. Cumhuriyetimizin 2. yüzyılına gelişmekte olan bir ekonomiyle girerken, ülkemizin gündeminde “doğru beşeri sermayeyi üretiyor muyuz?” sorusu, politika tasarımlarının ana ekseninde yer almalıdır. Dünya ekonomisindeki değişimlere adapte olabilmek, ekonomik ve sosyal kalkınma sürecini hız kesmeden sürdürebilmek ve gelişmiş bir refah ülkesine dönüşmek hedefi, beşeri sermaye kapasitemizi doğru alanlarda, doğru şekilde geliştirmeyi gerektirmektedir. Bu çalışmada, dünyada ve Türkiye’de işgücü piyasalarında yaşanan beceri problemleri incelenmiştir. Türkiye’de beceri kıtlığı ve beceri uyuşmazlığı problemlerinin mevcut olduğu değerlendirilmiştir. İşsizlik ve inaktivite oranlarının yüksek olduğu, bunun yanında aktif işgücünün, reel sektörün ihtiyaç duyduğu becerilere sahip işgücü talebini karşılayamadığı ve üretimde işgücü açıklarıyla sonuçlanan bu durum, ekonomik ve sosyal kalkınmayı yavaşlatan önemli unsurlardan biridir. Bu sorunların çözümü, eğitim-öğretim politikalarında ve işgücü politikalarında modern ve kapsayıcı bir değişim gerektirmektedir. Ayrıntılı politika önerileri çalışmanın sonuç bölümünde sunulmuştur.

Skill Problems in Labor Markets: An Evaluation and Policy Suggestions for Türkiy

Öz

In today’s world, the most important elements shaping economic activity, especially since 2000’s in production are automation, digitalization and the groundbreaking technological developments of Industry 4.0. Similarly, green transformation is also directing countries to new forms and processes of production and trade. These phenomena are subjecting the labour force to a skill transformation on a global scale. As we enter the 2nd century of our Republic as a developing economy, “are we producing the right human capital?” is a critical question which should be at the main axis of our country’s agenda in policy designs. Being able to adapt to the changes in the world economy, continuing the development process without slowing down and becoming an advanced welfare country requires developing our human capital capacity in the right areas and in the right way. This study examines the skill problems experienced in labour markets of the world and of Turkey. It has been assessed that there are skill shortages and skill mismatch problems in Turkey. This situation, where unemployment and inactivity rates are high, and the active workforce cannot meet the demand for skilled labour required by the real sector, resulting in labour shortages in production, is one of the most important factors that slow down economic and social development. The solution to these problems requires a modern and inclusive change in education-training policies and labour policies. Detailed policy recommendations are presented in the conclusion section of the study.
