Öz

Askerî literatürde genel olarak “harp prensipleri” olarak yer alan ilkeler esas itibariyle askerî harekâtın sevk ve idaresine dairdir. NATO doktrininde daha önce “harp prensipleri olarak yer alan ilkeler “Müşterek ve Çok Uluslu Harekât Prensipleri” adıyla tanımlanmıştır. Ancak, halen uygulanan NATO doktrininde “Harp Prensipleri” başlığı altında ayrı bir tanımlamaya gidilmemiştir. Bu kapsamda, savaşı askerî harekâttan ayıran özellikler üzerinde yapılan akademik araştırmalar önem taşımaktadır. Bu makalenin amacı harp prensiplerinin neler olabileceği hususunda öneriler sunmaktır. Bu maksatla öncelikle genel kabul gören harekât prensipleri, tarihsel süreç ve devletler düzeyi itibariyle incelenmiştir. Müteakiben harp ve askerî harekât ayrımı üzerinden günümüzün güvenlik ortamı çerçevesinde hangi ilkelerin harp prensipleri olarak kabul edilebileceği açıklanmıştır. Makalenin harp ve harekât prensipleri ayrımını getirerek bu hususta başlattığı akademik tartışma ile literatüre katkı sağlaması amaçlanmıştır. Makalede nitel ve karşılaştırmalı araştırma yöntemi kullanılmıştır.

Rethinking the Principles of War

Öz

The principles generally referred to as “principles of war” in the military literature are primarily concerned with the conduct and management of military operations. In NATO doctrine, what were previously known as “Principles of War” are now termed the “Joint and Multinational Operational Principles.” However, in the NATO doctrine currently in effect, no separate definition has been provided under the heading of “Principles of War.” In this context, academic research on the characteristics that distinguish war from military operations is important. The purpose of this article is to propose what may constitute the principles of war. To achieve this, first, the generally accepted operational principles were examined in the context of the historical process and state-level considerations. Then, which principles could be accepted as principles of war within the framework of today’s security environment were explained through the distinction between war and military operations. The article aims to contribute to the literature by introducing the distinction between the principles of war and the principles of operations, thereby initiating an academic debate on this issue. The article employs a qualitative and comparative research method.
