Agricultural Developments from the Establishment of Republic to Nowadays

Agriculture both has become an important part of production and economy and has
continued its development at the process from the establishment of republic to nowadays. Turkey
has reached to the point of having the potential and structure of being a country which is sufficent
for itself in spite of lots of restrictions. While crops production is becoming varied with the
development of technology, yield has increased. For eexample production increase in wheat to
%1574, in cotton to %2565, in sunflower to %784, in potatoes to %8164 has reached. Animal
production has showed the same development. Now 42 million sheep and 11 million cattle animals
presence and %30 of agriculture income has provided from animal production. At the same time
among the industry branches which are basedon agriculture with mutual interaction, food, leader,
textileindustry and other machine, cemistry etc. industries have contined its development. These
data has shown that in the field of agriculture from the establisment of republic to nowadays have
been reached a rapid change and development. But, when it is compared with the agriculture of
EU and of other developed countries it will be shown that this development is not enough. Firstly
with its real meaning earth reform cannot be done the imalance at the earth distrbution has
continued. Secondly its hasn’t been possible to change the agriculture structure and pass through
developed technology with these small, untidy and working with lower yield business enterprises.
The agriculture policies the government put into practice and supports haven’t been enough and
the last 10 years agricultural growing up speed has been approximately %1.5-2. At the point
today’s it is showed that, the productivity for each unit of fields of agriculture sector and the level
of income for every person in Turkey which is being behing of EU countries and being the rivalry
strength weak for abroad.

Cumhuriyet’in Kuruluşundan Günümüze Tarımsal Gelişmeler
Öz
Tarım, Cumhuriyet’in kuruluşundan günümüze kadar geçen süreçte, geleneksel üretimden
teknolojik üretime geçerken ekonominin önemli bir parçası olarak da gelişmesini sürdürmektedir.
Bugüne baktığımızda Türkiye, pek çok kısıtlamalar altında bile kendi kendine yeterli ülke yapısına
ve potansiyeline sahip olma noktasına ulaşmıştır. Teknolojinin gelişmesi ile bitkisel üretim
çeşitlenirken verim de artmış, örneğin buğdayda üretim artışı %1574, pamukta %2565,
ayçiçeğinde %784, patateste %8164’e kadar çıkmıştır (Anonim, 2004). Hayvansal üretim de
benzer gelişme göstermekte olup, bu gün 42 milyon küçük baş ve 11 milyon büyük baş hayvan
varlığı ile tarımsal gelirin ortalama %30’u hayvansal üretimden sağlanmaktadır. Bu arada karşılıklı
etkileşimle tarıma dayalı sanayi kollarından gıda, deri, dokuma sanayi ve diğer makine, kimya vb
sanayi de gelişmesini sürdürmüştür. Bu veriler, tarım sektöründe bugüne kadar çok hızlı bir
değişime ve gelişime ulaşıldığını göstermektedir. Ancak AB ve diğer gelişmiş ülkeler tarımı ile
karşılaştırıldığında gelişmelerin yeterli olmadığı açıktır. Öncelikle gerçek anlamda bir toprak
reformu yapılamamış, toprak dağılımındaki dengesizlik sürmüş, düşük verimle çalışan küçük ve
dağınık işletmelerle tarımsal yapıyı değiştirmek ve ileri teknolojiye geçmek mümkün olmamıştır.
Devletin uyguladığı tarım politikaları ve destekleri yeterli olmamış, gelir dengesizliği
giderilememiş, buna bağlı olarak büyüme de diğer sektörlere göre daha yavaş seyretmiştir. Son 10
yıllık büyüme hızının ortalama %1.5-2 kadar olması bunu açıkça ortaya koymaktadır (Anonim,
2005). Özetle bugün gelinen noktada veriler, tarım sektörünün birim alan verimliliği ve kişi başına
düşen gelir bakımından AB ülkelerinin çok gerisinde kaldığını ve dışa açılımda rekabet gücünün
zayıf olduğunu göstermektedir.
